(10) Member States must, in accordance with Article 8 of Council Regulation (EC) No 1258/1999 of 17 May 1999 on the financing of the common agricultural policy(5), take the measures necessary to satisfy themselves that transactions financed by the "Guarantee" Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) are actually carried out and are executed correctly, and prevent and deal with irregularities.
(10) Države članice morajo v skladu s členom 8 Uredbe Sveta (ES) št. 1258/1999 z dne 17. maja 1999 o financiranju skupne kmetijske politike fn sprejeti potrebne ukrepe, da zagotovijo, da so transakcije, ki se financirajo iz Jamstvenega oddelka Evropskega kmetijskega usmerjevalnega in jamstvenega sklada (EKUJS), dejansko izvedene in pravilno izvršene, ter da preprečijo in obravnavajo nepravilnosti.

Article 7 of Commission Regulation (EC) No 296/96 of 16 February 1996 on data to be forwarded by the Member States and the monthly booking of expenditure financed under the Guarantee Section of the Agricultural Guidance and Guarantee Fund (EAGGF)(4), as last amended by Regulation (EC) No 2761/1999(5) states that for year n, account is to be taken of expenditure effected by the Member States from 16 October of year n-1 to 15 October of year n.

(2) In order to maintain the same level of information and transparency as hitherto in the booking of expenditure financed under the Guarantee Section of the European Agricultural Guidance and Guarantee Fund (EAGGF), the financial information communicated by the Member States every month in accordance with Article 3(3) of Commission Regulation (EC) No 296/96(3), as last amended by Regulation (EC) No 1997/2002(4), should be broken down by budget article or item.
(2) Da bi pri knjiženju izdatkov, ki se financirajo iz Jamstvenega oddelka Evropskega kmetijskega jamstvenega in usmerjevalnega sklada (EKUJS), ohranili enako raven podatkov in preglednosti kot doslej, je treba finančne podatke, ki jih države članice vsak mesec sporočijo v skladu s členom 3(3) Uredbe Komisije (ES) št. 296/96 fn, kakor je bila nazadnje spremenjena z Uredbo (ES) št. 1997/2002 fn, razčleniti po proračunskem členu ali postavki.
