It shall at any time be possible to replace one or more certificates of origin form A by one or more other such certificates, provided that this is done by the customs authorities in the Community responsible for controlling the products.

If the goods must also be inspected by other competent authorities (for the purpose of applying veterinary, health, phytopathological, etc., controls) the customs should, where practicable, perform their examination at the same time.

Eligibility for prefinancing of the refund for the products referred to in Article 1 under the storage scheme shall be conditional on the issue of written authorisation by the customs authority responsible for the management and control of the scheme.

Note In order to ascertain the use of the goods in arriving at the exported products the customs authorities may carry out controls during the manufacturing process or may have recourse to the record kept by the manufacturer of the products to be exported.

The persons concerned shall keep the documents referred to in Article 14 for the purposes of control by the customs authorities, for the period laid down in the provisions in force and for at least three calendar years, irrespective of the medium used.

It is important, particularly where the overcharge arose from errors on the part of the customs authorities or has been occasioned by circumstances beyond the control of the importer or other person concerned, that repayment should be made without undue delay and with minimum formalities.
