Where an operator runs several production units in the same area producing crops or crop products not covered by Article 1 together with storage premises for input products (such as fertilizers, plant protection products, seed) must also be subject to the inspection arrangements as regards the first subparagraph of point 2 and points 3 and 4.

Without prejudice to the monitoring referred to in the third indent of the third paragraph of Article 21, first possibility of the said Directive, the Commission shall determine to which extent the inspections referred to in the third indent of the third paragraph of Article 21, second possibility, of the said Directive shall be integrated into the inspection programme in accordance with the third subparagraph of paragraph 5 of Article 21 of that Directive.

Before 1 October each year and before 1 October 2000 for the first time, the Commission shall submit an overall summary report on the results of inspections carried out at Community level, together with a proposal for a recommendation concerning a coordinated inspection programme for the following year, for adoption in accordance with the procedure under Article 23.

Where a producer manages several livestock holdings in the same region, the units which produce livestock or livestock products not covered by Article 1 will also be subject to the inspection system as regards the first, second and third indents of point 1 of this section on livestock and livestock products and as regards the provisions on livestock management, livestock records and the principles governing storage of animal husbandry products used."

Each consignment of products referred to in the first and third indents of paragraph 1 and destined for another Member State shall undergo the documentary, identity and physical checks laid down in Article 4(3) and (4) at the border inspection post situated in the territory of the Member State where the products are introduced, to verify in particular whether the products concerned comply with the Community rules applicable to the Member State or area of destination.

the consignment is directly returned, under the conditions provided for in Article 8(4) to the establishment of origin in the Member State where the certificate was issued and that, if transit across another Member State is involved, it has been previously authorised by the official veterinarian of the border inspection point of the Member State where the consignment first arrives in one of the territories of the Community listed in Annex I, on behalf of all Member States through which the consignment will transit.
