Pending the entry into force of any necessary Subsidiary Arrangements, the Agency shall be entitled to apply the measures laid down in this Protocol.

In addition to the measures already applied by the Contracting Parties under existing legislation, they shall consult one another on the possibility of taking supplementary joint or individual action.

When there are uncertainties as to the applicability of this Agreement or the provisions of any such complementary agreements, the Contracting Parties will consult promptly and take appropriate steps to resolve the matter.

Where relevant, also describe any supplementary measures in addition to Community rural development and accompanying measures which have had an impact on the programming area concerned.

Where a State or the Community, as appropriate, or the Agency indicate that it is necessary to specify in subsidiary Arrangements how measures laid down in this Protocol are to be applied, that State, or that State and the Community and the Agency shall agree on such Subsidiary Arrangements within 90 days of the entry into force of this Protocol or, where the indication of the need for such Subsidiary Arrangements is made after the entry into force of this Protocol, within 90 days of the date of such indication.

As a supplementary measure the Italian authorities also requested approval for a vaccination programme against avian influenza for at least 18 months in order to avoid the further spread of infection.

Such supplementary information is needed in particular in relation to the action required pursuant to Articles 25, 39, 46, 95 to 100, 102(3), 104(3), 106, 107, 109 and 110 of the Schengen Convention.
