A certified true copy of the licence to perform carriage by means of international occasional services by bus and coach referred to in Article 1(1)(a), second indent, shall be kept on the bus or coach and shall be presented at the request of any authorised inspecting officer.

Undertakings shall keep, as appropriate, the record sheets and/or the other control documents filled in as provided under (c), (d), (e) and (f) of paragraph 1 of this article, for a period of not less than twelve months after the date of the last entry and shall produce them at the request of the control authorities.`

If the findings of a roadside check on the driver of a vehicle registered in the territory of another Contracting Party provide grounds to believe that infringements have been committed which cannot be detected during the check due to lack of necessary data, the competent authorities of the Contracting Party concerned shall assist each other to clarify the situation.

The permits, authorisations, control documents and other papers under this Agreement, as well as the other papers required under multilateral or bilateral agreements or under national law, must be kept in vehicles and be produced at the request of control officials.

(3) The airport user may provide ground care for his own needs under conditions of /self-care/ if he meets prescribed organisational, technical, technological and spatial conditions for carrying out individual categories of services under the previous paragraph which the Administration shall ascertain by a control inspection, and issue a decision on this.

Frayed or disconnected quick-closing valve wires, disconnected or inoperative extended control rods or machinery trip mechanisms, missing valve hand wheels, evidence of chronic steam, water and oil leaks, dirty tank tops and bilges or extensive corrosion of machinery foundations are pointers to an unsatisfactory organization of the systems' maintenance.

In order to carry out the roadside inspection provided for in this Annex, competent authorities of Contracting Parties shall use the checklist included in Annex II a and II b. A copy of this checklist drawn up by the authority which carried it out shall be given to the driver of the bus or coach and presented on request in order to simplify or avoid, where possible, subsequent inspections within a short and unreasonable period.

A notified inspection body or an approved inspection body that is part of an organisation involved in functions other than inspection must be identifiable within that organisation.

"approved body" means an inspection body designated by the national competent authority of a Member State in accordance with Article 9 and meeting the criteria of Annexes I and III.

"notified body" means an inspection body designated by the national competent authority of a Member State in accordance with Article 8 and meeting the criteria of Annexes I and II;

In order to guarantee a high level of safety the inspection body must be in a position to provide expertise in the field of safety of transportable pressure equipment.

However, the methods described in Annex II (B) (2) must be approved by the control body and must give results with a standard deviation not exceeding 2 70.

1.The competent control authority shall, with regard to the requirements or standards for which it is responsible, carry out checks on at least 1 % of all farmers submitting aid applications under support schemes established in Titles III and IV of Regulation (EC) No 1782/2003 and for which the competent control authority in question is responsible.

3.By way of derogation from paragraph 2, the competent control authority may, withregard to the requirements or standards for which it is responsible, select a control sample of 1 % of all farmers submitting aid applications under support schemes established in Titles III and IV of Regulation (EC) No 1782/2003 and who are under the obligation to respect at least one of the requirements or standards.

The border control officer may also decide to shorten the length of validity of a uniform visa if it is established that the alien does not have adequate means of support for the initially intended duration of the stay.

When a inspection body sub-contracts any part of the inspection, it must ensure and be able to demonstrate that its sub-contractor is competent to perform the service in question and must take full responsibility for that sub-contracting.

1.Every on-the-spot check under this Chapter, regardless whether the farmer in question was selected for the on-the-spot check in accordance with Article 45 or as a follow-up of non-compliances brought to the attention of the competent control authority in any other way, shall be the subject of a control report to be established by the competent control authority.

All interested parties must have access to the services of the inspection body.

The management authority shall make the necessary arrangements, in particular through appropriate control mechanisms, to ensure:

Control and supervisory agencies shall be approved at their request by the competent authorities of the Member States for a three-year period.

Moreover, the border control authorities may at any time carry out additional controls considered necessary.

A notified body must be independent of the parties involved and therefore provide "third party" inspection services.

In particular the staff of the inspection body must be free from any commercial, financial and other pressures which might affect their judgment, particularly from persons or organisations external to the inspection body with an interest in the results of inspections carried out. the impartiality of the inspection staff of the body must be guaranteed.

This does not preclude the possibility of exchanges of technical information between the manufacturer of transportable pressure equipment and the inspection body.

Such inspections and control measures shall be carried out by officials representing the competent authority, who shall be empowered to:

The decision to cancel the visa is taken by the national administrative authorities responsible for border checks.

Each competent authority of the Member States concerned shall appoint a representative with responsibility for supervising and coordinating the control operation."

The competent authority or authorities shall organise inspections and carry out control measures as appropriate whenever there is any serious adverse reaction or serious adverse event.

Where consignments fail to arrive or there is a quantitative or qualitative mismatch, the competent authority responsible for the border inspection post of destination shall complete part 3 of the CVED.

The assessment procedure must include an inspection visit to the premises of the owner or of his authorised representative established in the Community or of the holder or of the approved body.

The visa shall be cancelled at the border(1) and the procedure carried out by the officers responsible for border controls (see Common Manual II point 1.4.4)(2).

In addition, such an inspection shall be organised and control measures shall be carried out at the duly justified request of the competent authority or authorities in another Member State in any such case.

For consignments in transit, the competent authorities responsible for the border inspection post of first entry and of exit respectively shall cooperate as necessary to ensure effective traceability and checks.

In the meantime the consignment shall remain under the control of the authorities and under the responsibility of the official veterinarian or designated official agent in the border inspection post that has carried out the veterinary controls.

Member States shall ensure that the competent authority or authorities organise inspections and that tissue establishments carry out appropriate control measures in order to ensure compliance with the requirements of this Directive.

Whereas Member States have to designate inspection bodies entitled to perform the conformity assessment or reassessment procedures and periodic inspections;

These organisations shall, in their accounting, audit, control and procurement procedures, apply standards which offer guarantees equivalent to internationally accepted standards.
