The Cooperation Agreement between the European Economic Community and the Arab Republic of Egypt is hereby approved on behalf of the Community.

CONSIDERING that certain rules should be foreseen to enable Egypt's traditional export trade with the Community to be maintained,

(c) the goods have been consigned during the exhibition or immediately thereafter to Egypt or to the Community in the state in which they were sent for exhibition;

In the case of both suspect and confirmed findings of Pseudomonas solanacearum (Smith) Smith the Member States shall notify the Commission and Egypt immediately thereof;

The Commission establishes whether "pest-free areas" have been approved in Egypt in accordance with the "FAO International Standard for Phytosani-tary Measures Part 4:

Where Egypt applies quantitative restrictions in the form of quotas or currency allocations to a given product in accordance with its own legislation it shall treat the Community as a single entity.

Agreement in the form of an exchange of letters between the European Community and the Arab Republic of Egypt modifying the arrangements for imports into the Community of rice originating in and coming from Egypt

the Commission, by Decision 96/301/EC (3), authorised Member States temporarily to take additional measures against the dissemination of Pseudomonas solanacearum (Smith) Smith as regards Egypt;

Furthermore, Egypt may derogate from the provisions of paragraph 1 in the case of measures adopted with a view to regional economic integration or measures benefiting the developing countries.

(b) the potatoes specified under (a) shall have been, in Egypt:

Where the customs duty on a product listed in Annex A is lower for Egypt than for Spain, Portugal or both, phasing out of the duty shall commence once the duty on the same product from both Spain and Portugal has fallen below that applying to imports originating in Egypt.

- which sail under the flag of a Member State or of Egypt,

Agreement in the form of an exchange of letters between the European Community and the Arab Republic of Egypt on the adjustment of the regime for imports into the Community of oranges originating in and coming from Egypt

Subject to the special provisions relating to frontier-zone trade, Egypt shall grant the Community treatment, in the field of trade, no less favourable than most-favoured-nation treatment.

Within the framework established pursuant to paragraph 1, financial and technical cooperation shall apply to projects and measures drawn up by Egypt or by other beneficiaries approved by that country.

Upon the entry into force of the Agreement the Community and Egypt shall establish by mutual agreement the specific objectives of financial and technical coooperation, by reference to the priorities set by Egypt's development plan.

The execution, management and maintenance of schemes that are the subject of financing under this Protocol shall be the responsibility of Egypt or the other beneficiaries referred to in Article 8 of this Protocol.

From 1987 onwards and at the end of each marketing year, the Community shall carry out, on the basis of a statistical review, an analysis of the situation for oranges originating in Egypt exported to the Community.

(2) The trade and trade-related provisions provisionally applied will replace the relevant provisions of the Cooperation Agreement between the European Economic Community and the Arab Republic of Egypt fn, signed on 18 January 1977 and the Agreement between the Member States of the European Coal and Steel Community and the Arab Republic of Egypt fn, signed in Brussels on 18 January 1977.

For the products originating in Egypt and listed in Annex B to this Protocol, the custom duties applicable to imports into the Community shall be phased out in accordance with paragraphs 1 and 3 to 5 of Article 1.

Where one or more Member States of the Community or Egypt is in serious difficulties or is seriously threatened with difficulties as regards its balance of payments, the Contracting Party concerned may take the necessary safeguard measures.
