The following provisions of the Association Agreement shall be applied on a provisional basis pending its entry into force:

From the second year following the entry into force of this Agreement, the Council of Association may decide to increase the tariff quotas referred to in Articles 2 and 3. Unless the Council of Association should decide otherwise, these increases shall remain in force.

The Association Council may decide to set up any working group or body necessary for the implementation of the Agreement.

The Transport Committee established under the Transport Agreement shall assist the Stabilisation and Association Committee.

The position to be taken by the Community within the Association Council and the Association Committee established by the Association Agreement shall be adopted by the Council, on a proposal from the Commission, in accordance with the corresponding provisions of the Treaty.

This Regulation should continue to apply after entry into force of the Stabilisation and Association Agreement,

The Association Council shall be assisted in the performance of its duties by the Special Committees established in this Agreement.

Subject to the powers of the Council, an Association Committee is hereby established which shall be responsible for the implementation of the Agreement.

The Association Council shall make a first assessment of the achievement of this objective no later than three years after the Agreement enters into force.

WHEREAS Article 27(4) of the Stabilisation and Association Agreement provides that a wine and spirits agreement remains to be negotiated,

The objective provided for in paragraph 1 shall be subject to a first examination by the Association Council at the latest five years after the entry into force of this Agreement.

(6) This Regulation should continue to apply after entry into force of the Stabilisation and Association Agreement,

The Association Council shall, within three years of the entry into force of the Agreement, adopt by decision the necessary rules for the implementation of paragraph 1.

The tariff quotas provided for in the Interim Agreement and in the Stabilisation and Association Agreement are annual and are repeated for an indeterminate period.

Each of the two Parties may refer to the Association Council any dispute relating to the application or interpretation of this Agreement.

The Association Council will make a first assessment of the achievement of this objective no later than five years after this Agreement enters into force.

The Cooperation Council set up under the Cooperation Agreement between the European Economic Community and the Arab Republic of Egypt signed on 18 January 1977 shall perform mutatis mutandis its duties until the Association Council and the Association Committee provided for in Title VIII of the Association Agreement are created.

Notification to the Association Council as required by the Agreement shall be the responsibility of the Commission, acting on behalf of the Community.

Each of the Parties may refer to the Association Council any dispute relating to the application or interpretation of this Agreement.

The Association Council shall, within five years of the entry into force of the Agreement, adopt by decision the necessary rules for the implementation of paragraphs 1 and 2.

The President of the Council shall, in accordance with Article 90 of the Agreement, preside over the Association Council and present the position of the Community.

The Association Council will be informed of the entry into force of the Agreement between Romania and Bulgaria permitting application of Article 3.

The President of the Council shall give the notification provided for in Article 198(3) of the Association Agreement on behalf of the European Community.

Article 27(4) of the Stabilisation and Association Agreement provides that the trade arrangements to apply to wine and spirits products remain to be defined.

Before the end of the first year following the entry into force of this Agreement, the Association Council shall adopt provisions to implement the principles set out in Article 65.

Subject to the powers of the Association Council, an Association Committee is hereby established which shall be responsible for the implementation of the Agreement.

It shall apply from 1 January 2002, and it shall remain in application upon the entry into force of the Stabilisation and Association Agreement.

The Association Council shall, within three years of the entry into force of the Agreement, adopt the necessary rules for the implementation of paragraphe 1 and 2.

Measures shall be taken only under the conditions set out in Article 33(5) of the Interim Agreement, and thereafter Article 69(5) of the Stabilisation and Association Agreement.

Any modification of the arrangements made by this Agreement shall be the subject, at the request of the other Contracting Party, of consultations within the Association Council.

A representative of the President of the Council shall preside over the Association Committee, in accordance with Article 93 of the Agreement, and present the position of the Community.

The President of the Council shall, in accordance with Article 109 of the Stabilisation and Association Agreement, preside over the Stabilisation and Association Council.

The first, support for economic transition in the context of the implementation of the Association Agreement, broadly comprises the following activities:

(b) the arrangements applying to the products on Lists 1 and 2 shall be re-examined by the Association Council three years after this Agreement's entry into force.

Each Party may refer to the Stabilisation and Association Council any dispute relating to the application or interpretation of this Agreement.

it the same time it shall inform Romania and notify the Association Council of the opening of consultations as referred to in Article 34 (2) and (3) of the Agreement,

Any dispute relating to the implementation or interpretation of this Agreement shall be settled by recourse to the dispute settlement mechanism referred to in Part IV of the Association Agreement.

at the same time it shall inform Bulgaria and notify the Association Council of the opening of consultations as referred to in Article 34 (2) and (3) of the Agreement,

The Association Council will examine the possibility of concluding an Agreement on fishery products between the Parties when the necessary conditions so permit.

This Regulation should be applied retroactively and will continue to apply upon the entry into force of the Stabilisation and Association Agreement.

The Association Council shall, for the purpose of attaining the objectives of the Agreement, have the power to take decisions in the cases provided for therein.

This Convention on regional cooperation shall be concluded within two years after the entry into force of at least the second Stabilisation and Association Agreement.

To examine, in the light of the relevant provisions of the Agreement, the matter referred to the Association Committee, to rule on the consistency of the measure at issue with Part IV of the Agreement and to deliver the ruling referred to in Article 187 of the Agreement.'

This Protocol may be amended by decision of the Association Council on the basis of mutual agreement and after accomplishment of the corresponding internal procedures.

In respect of questions relating to the applicability of this Protocol, the Contracting Parties shall consult each other to resolve the matter in the framework of the Stabilisation and Association Committee set up under Article 114 of the Stabilisation and Association Agreement.
