'I have the honour to refer to the Agreements in the form of Exchange of Letters of 16 April 1973 between the Community and the Kingdom of Norway concerning certain agricultural products and to the negotiations which have taken place between the two parties with a view to adjusting the said agreements and establishing trade arrangements for certain agricultural products, in the spirit of Article 15 of the EEC-Norway Free Trade Agreement, consequent on the accession of the Kingdom of Spain and the Portuguese Republic to the Community.

the first subparagraph of paragraph 1 is replaced by the following:"Processors who have declared, under Article 9(3), their intention to export, in the context of regional trade, or dispatch, in the context of traditional trade flows, processed products containing raw materials which have benefited from the specific supply arrangements, may do so within the limits of the annual quantities indicated in Annex V. The competent authorities shall take the necessary measures to ensure that these operations do not exceed the annual quantities fixed.";

Having regard to Council Decision 98/626/EC of 5 October 1998 relating to the conclusion of a Protocol for the adaptation of the trade aspects of the Europe Agreement between the European Communities and their Member States, of the one part, and Romania, of the other part, to take into account the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union and the results of the agricultural negotiations of the Uruguay Round, including the improvements to the existing preferential regime(2), and in particular Article 2(1) thereof,

Processing operations which, within the limit of the quantities to be determined by the Commission in accordance with Article 23(2) of Regulation (EC) No 1452/2001, may give rise to regional trade exports or traditional consignments must meet the processing conditions laid down in the provisions on the inward processing arrangements and the procedure for processing under customs control specified in Council Regulation (EEC) No 2913/92(15) and Regulation (EEC) No 2454/93, mutatis mutandis, with the exception of all usual forms of handling.

Processing operations which, within the limit of the quantities to be determined by the Commission in accordance with Article 35(2) of Regulation (EC) No 1453/2001, may give rise to regional trade exports or traditional consignments must meet the processing conditions laid down in the provisions on the inward processing arrangements and the procedure for processing under customs control specified in Regulation (EEC) No 2913/92 and Regulation (EEC) No 2454/93, mutatis mutandis, with the exception of all usual forms of handling.

Having regard to Council Decision 1999/67/EC of 22 October 1998 relating to the conclusion of a Protocol for the adaptation of the trade aspects of the Europe Agreement between the European Communities and their Member States, of the one part, and the Republic of Hungary, of the other part, to take into account the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union and the results of the agricultural negotiations of the Uruguay Round, improvements to the existing preferential regime(3), and in particular Article 2 thereof,

Having regard to Council Decision 98/677/EC of 18 May 1998 on the conclusion of a Protocol adjusting trade aspects of the Europe Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Lithuania, of the other part, to take account of the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union and the outcome of the Uruguay Round negotiations on agriculture, including improvements to the existing preferential arrangements(4), and in particular Article 2 thereof,

Having regard to Council Decision 1999/86/EC of 18 May 1998 on the conclusion of a Protocol adjusting trade aspects of the Europe Agreement establishing an association between the European Communities and their Member States, of the one part, and the Republic of Estonia, of the other part, to take account of the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union and the outcome of the Uruguay Round negotiations on agriculture, including improvements to the existing preferential arrangements(5), and in particular Article 2 thereof,

Whereas, under Article 1 (2) of the abovementioned Protocol, the Community arrangements applicable to the United Kingdom on imports from third countries of agricultural products covered by Annex II to the Treaty establishing the European Economic Community and of those covered by Council Regulation No 170/67/EEC of 27 June 1967 on the common arrangements for trade for ovalbumin and lactalbumin as amended by Regulation (EEC) No 1081/71 and Council Regulation (EEC) No 1059/69 of 28 May 1969 laying down the trade arrangements applicable to certain goods resulting from the processing of agricultural products, as last amended by Regulation (EEC) No 609/72, are applicable to the Channel Islands and the Isle of Man (hereinafter called "islands");

Provision should also be made for sending such data regarding licences issued for imports under Commission Regulation (EC) No 2414/98 of 9 November 1998 laying down detailed rules for the application of the arrangements applicable to imports of milk products originating in the African, Caribbean and Pacific States (ACP States) and repealing Regulation (EEC) No 1150/90(5) and for imports from the countries of the western Balkans under Council Regulation (EC) No 2007/2000 of 18 September 2000 introducing exceptional trade measures for countries and territories participating in or linked to the European Union's Stabilisation and Association process, amending Regulation (EC) No 2820/98, and repealing Regulations (EC) No 1763/1999 and (EC) No 6/2000(6), as amended by Regulation (EC) No 2563/2000(7).
