For goods falling within CN codes 18069060 to 18069090, CN code 1901 and CN code 21069098 containing, per 100 kilograms of goods exported, at least 67 kilograms of milk products falling within CN codes 04021019, 040221 19, 0405 and 0406, imported from third countries under special arrangements at a reduced tariff:

whereas those arrangements grant a reduction in the levy applicable to imports of durum wheat and canary grass, a reduction in the levy applicable to imports of rye, provided that Turkey levies a special export charge on that product, and a reduction in the fixed component of the levy applicable to imports of malt;

Articles 17 and 18 of, and Annex B to the Cooperation Agreement between the European Economic Community and the Kingdom of Morocco (2), provide for special arrangements for imports of olive oil falling within CN codes 1509 and 1510, wholly obtained in Morocco and transported direct from that country to the Community.

Whereas the Additional Protocol to the Agreement creating an Association between the European Economic Community and Turkey on new concessions for imports of Turkish agricultural products into the Community (1) provides for special arrangements for imports of durum wheat and canary grass, rye and malt originating in Turkey;

If special regulations are introduced for the specific purpose of implementing the common agricultural policy, the Community shall be entitled to modify the arrangements laid down in this Annex in respect of products in this Annex other than those coming under Annex II to the Treaty establishing the European Economic Community.

The following global tariff quotas at zero duty of products of CN code 1701 11 10, expressed as white sugar equivalent, are opened for the following marketing years for imports originating in a country that according to Annex I to Regulation (EC) No 2501/2001 benefits from the special arrangements for least developed countries:

Without prejudice to the special arrangements provided for in Regulation (EC) No 1493/1999 or in the regulations adopted pursuant to that Regulation, the Member States shall determine the penalties applicable to breaches of the provisions governing the wine sector and shall take all necessary measures to ensure their application.

Preserved products falling within subheading 16.02 B III b) 1 bb) of the Common Customs Tariff which meet the conditions laid down by this Regulation and are exported to third countries shall be eligible for a special refund where they are manufactured under the arrangements provided for by Article 4 of Regulation (EEC) No 565/80.

This is why, in addition to deploying extra staff, special arrangements must be made at airports to enable compliance with the level of Schengen controls and to ensure that time spent on checks is not incompatible with the time constraints imposed by the other systems that must be taken into account, such as international air traffic.

Article 2 (5) of Commission Regulation (EEC) No 1136/79 of 8 June 1979 laying down detailed rules for the application of special import arrangements for certain types of frozen beef intended for processing and repealing Regulation (EEC) No 572/78 (') as last amended by Regulation (EEC) No 817/89 (2) is hereby replaced by the following:

Whereas the special arrangements for exports to Switzerland, Austria and Spain ensure that products which have received a refund for other destinations cannot be exported to these three countries; whereas consequently, account should be taken of these special arrangements when applying the said provisions of Regulation (EEC) No 192/75 so as to avoid exporters having to bear unnecessary financial costs in trade with other non-member countries, by providing that, when determining the lowest rate of the refund, account should not be taken of the special refund rates fixed for the particular destinations in question at a level lower than that of the lowest refund applicable to other non-member countries; whereas this exemption was provided for, except in the case of Austria, by Regulations (EEC) No 1611/68 and (EEC) No 1578/70;

Whereas Commission Regulation (EEC) No 2388/84 (3) laid down that certain preserved products which meet the conditions laid down in that Regulation and are exported to third countries will be eligible for a special refund where they are manufactured under the arrangements provided for in Article 4 of Council Regulation (EEC) No 565/80 (4);

As it is important for financial reasons not to equip every terminus with special facilities, nor to tie up supplies of little used spare parts, and in view of the difficulty of keeping staff trained for several types of rolling stock, corrective maintenance operations should be dealt with according to one of the following four arrangements:

Where the present conditions of the special arrangements provided for in the Cooperation Agreement are amended, in particular as regards the amounts, or where a new agreement is concluded, the Commission shall adopt the resultant adjustments necessary for this Regulation in accordance with the procedure laid down in Article 38 of Regulation No 136/66/EEC.

(6) In order to take into account the individual characteristics of the developing countries benefiting from the GSP, the special incentive arrangements for the protection of labour rights need to be strengthened in order to give more encouragement to the gradual adoption of the standards set out in the International Labour Organisation (ILO) declaration.

To take account of the special features of the various products in each sector, detailed arrangements for granting aid and establishing quantities for the supply of Community products to the outermost regions, as provided for in Article 3 of Regulations (EC) No 1452/ 2001, (EC) No 1453/2001 and (EC) No 1454/2001 respectively, should be laid down as required.

Where the non-established operator opts for the special scheme, any input value added tax that he has paid with respect to goods and services used by him for the purpose of his taxed activities falling under the special scheme, should be refunded by the Member State where the input value added tax was paid, in accordance with the arrangements of the thirteenth Council Directive 86/560/EEC of 17 November 1986 on the harmonisation of the laws of the Member States relating to turnover taxes - arrangements for the refund of value added tax to taxable persons not established in Community territory(5). The optional restrictions for refund in Article 2(2) and (3) and Article 4(2) of the same Directive should not be applied.

In the case of approval withdrawn between 1 August and 31 March, at the request of the mill concerned and where production fulfils the conditions referred to in the first subparagraph, the Member State may grant temporary approval under its proposed special control arrangements, until expiry of the deadline laid down by the Commission in the second subparagraph.

The programming of Fund interventions shall provide that a reasonable amount of the Fund appropriations made available for the intervention within Objectives 1 and 3 shall be available, in conformity with Article 27 of Regulation (EC) No 1260/1999, in the form of small grants, with special arrangements for access by non-governmental organisations and local partnerships.

amending Regulation (EC) No 1374/98 laying down detailed rules for the application of the import arrangements and opening tariff quotas for milk and milk products, and Regulation (EC) No 174/1999 laying down special detailed rules for the application of Council Regulation (EEC) No 804/68 as regards export licences and export refunds in the case of milk and milk products

(1) Article 9(5) of Regulation (EC) No 2501/2001 lays down that, until Common Customs Tariff duties are entirely suspended, a global tariff quota at zero duty is to be opened for every marketing year for products of CN code 1701 11 10, originating in a country that according to Annex I to that Regulation, benefits from the special arrangements for least developed countries.

Whereas integration of the Canary Islands into all Community policies requires a gradual process over an appropriate transitional period, without prejudice to any special measures designed to take account of the specific constraints deriving from the remoteness of the Canary Islands, their island location and their historical economic and tax arrangements; whereas such measures will have to be the subject of a special programme of options specific to the remote and insular nature of the Canary Islands, to be adopted pursuant to this Regulation;

The Commission, following consultation of the special committee, shall manage and approve the transitional arrangements associated with implementation of the Sectoral Annex on GMP, and shall send the other party, on behalf of the European Community, the diplomatic note confirming that the preparatory work is completed (in accordance with point 9(a) of the Sectoral Annex on GMP).

'However, so as to allow Ireland and the United Kingdom in respect of Northern Ireland to substitute for the special arrangements which apply to them under Article 13, the general rules concerning foot-and-mouth disease as set out in this Directive, the two Member States concerned shall bring into force the necessary measures to comply therewith not later than 30 September 1985.'

However, with regard to commitments entered into in accordance with the arrangements described in Article 13, Member States of provision of services shall not lay down provisions requiring approval or notification of general and special policy conditions, scales of premiums, forms and other printed documents which the undertaking intends to use in its dealings with policy-holders.

Whereas Articles 17 and 18 of, and Annex B to, the Cooperation Agreement between the European Economic Community and the Kingdom of Morocco (1), hereinafter referred to as the 'Cooperation Agreement', provide for special arrangements for imports of olive oil falling within CN codes 1509 and 1510, wholly obtained in Morocco and transported direct from that country to the Community;

Such authorization shall be subject to the condition that the consignor has previously given a written undertaking to those authorities that he will be liable for all risks inherent in intra-Community movements of products subject to excise duty under duty-suspension arrangements involving consignments which travel under cover of an accompanying document bearing such special stamp.

Commission Regulation (EC) No 1517/95 of 29 June 1995 laying down detailed rules for the application of Regulation (EEC) No 1766/92 as regards the arrangements for the export and import of compound feedingstuffs based on cereals and amending Regulation (EC) No 1162/95 laying down special detailed rules for the application of the system of import and export licences for cereals and rice

Whereas Commission Regulation (EEC) No 2388/84 (3), as amended by Regulation (EEC) No 1032/86 (4), laid down that certain preserved products which meet the conditions laid down in that Regulation and are exported to third countries will be eligible for a special refund where they are manufactured under the arrangements provided for in Article 4 of Council Regulation (EEC) No 565/80 (5);

Without prejudice to the provisions of point 2.3. above, access and the arrangements designed to preserve the confidentiality of the information shall be laid down by common accord between the Member of the Commission with special responsibility for the area involved and the parliamentary body concerned, duly represented by its chairperson, who shall select one of the following options:

Article 9(5) of Regulation (EC) No 2501/2001 lays down that, until Common Customs Tariff duties are entirely suspended as from 1 September 2009, a global tariff quota at zero duty is to be opened for every marketing year for products of CN code 1006, originating in a country that according to Annex I of that Regulation, benefits from the special arrangements for least developed countries.

(13) In order to ensure uniform application of Regulation (EEC) No 1907/90, and in particular the provisions concerning inspections, including the special arrangements for monitoring the use of the laying date and indications of particular types of poultry rearing, the poultry feed used and the origin of eggs, there must be a continuous exchange of information between the Member States and the Commission.

(6) To take account of the special features of the various products in each sector, detailed arrangements for granting aid and establishing quantities for the supply of Community products to the outermost regions, as provided for in Article 3 of Regulation (EC) No 1452/2001, Article 3 of Regulation (EC) No 1453/2001 and Article 3 of Regulation (EC) No 1454/2001 respectively, should be laid down as required.

whereas provision should be made for those adjustments to be adopted by the Commission in accordance with the procedure laid down in Article 38 of Council Regulation No 136/ 66/EEC of 22 September 1966 on the establishment of a common organization of the market in oils and fats (5) or in the corresponding Articles of the other Regulations on the common organization of the markets affected by the special arrangements;

If the matter affects the application of the specific provisions of the Protocols annexed to this Arrangement, any participant which considers that its trade interests are being seriously threatened and which is unable to reach a mutually satisfactory solution with the other participant or participants concerned, may request the chairman of the Committee for the relevant Protocol established under Article VII (2) (a) of this Arrangement, to convene a special meeting of the Committee on an urgent basis so as to determine as rapidly as possible, and within four working days if requested, any measures which may be required to meet the situation.

whereas, provided that Turkey levies an export charge, those arrangements provide for a further reduction of that levy corresponding to the amount of the special charge, but not exceeding ECU 13,14 per 100 kilograms, representing the reduction provided for in Article 2 of the Association Agreement and a reduction of ECU 13,14 per 100 kilograms, representing the additional amount provided for in Annex IV to that Agreement;

priority will be given to students on courses which are part of the European University Network under Action 1 as well as to those students participating in the European Community Course Credit Transfer System (ECTS) pursuant to Action 3. Grants may also be provided for other students on courses for whom special arrangements are made outside the network in another Member State provided they fulfil the eligibility criteria;

Whereas the special arrangements for imports of olive oil from Turkey provided for in Decision No 1/98 of the EC-Turkey Association Council adjust in particular the reductions in the customs duty applicable from 1 January 1998; whereas Regulation (EC) No 2008/97 should accordingly be adapted to incorporate those reductions in place of the amounts provided for pursuant to Decision No 1/77 of the EC-Turkey Association Council (5);

Whereas, in order to ensure that the smooth operation of contractual arrangements is not called into question by the intervention of outsiders holding rights in individual parts of the programme, provision should be made, through the obligation to have recourse to a collecting society, for the exclusive collective exercise of the authorization right to the extent that this is required by the special features of cable retransmission;

whereas Article 1 of the Protocol on special arrangements for Greenland links the import treatment of fishery products from Greenland with the possibilities of access to Greenland fishing waters granted to the Community under the Agreement on fisheries between the European Economic Community, on the one hand, and the Government of Denmark and the Local Government of Greenland, on the other, approved by Regulation (EEC) No 223/85 fn;

In the event of any doubt as to the confidential nature of an item of information, or where it is necessary to lay down the appropriate arrangements for it to be forwarded in accordance with one of the options set out in point 3.2. below, the chairperson of the appropriate parliamentary committee, accompanied, where necessary, by the rapporteur, shall consult the Member of Commission with special responsibility for that area without delay.

whereas, provided that Morocco levies an export charge, those arrangements provide for a further reduction of that levy corresponding to the amount of the special charge, but not exceeding ECU 14,60 per 100 kilograms, representing the reduction provided for in Article 17 (1) (b) of the Cooperation Agreement and a reduction of ECU 14,60 per 100 kilograms, representing the additional amount provided for in Annex B to the Cooperation Agreement;

Whereas Regulation (EC) No 2008/97 provides that where the conditions of the special arrangements provided for in the Association Agreement are amended, in particular as regards the amounts, or where a new agreement is concluded, the resultant adjustments to that Regulation may be adopted by the Commission in accordance with the procedure laid down in Article 38 of Council Regulation No 136/66/EEC (3), as last amended by Regulation (EC) No 1581/96 (4);

Whereas the Council, by Regulation (EEC) No 1911/91 fn, decided that the Canary Islands should progressively become part of the Community's customs territory and that, again progressively, all common policies should be applied to them; whereas it was decided that this should be without prejudice to special measures designed to take account of the specific constraints arising from their remoteness, insular nature and previous economic and tax arrangements;

Where the present conditions of the special arrangements provided for in the Association Agreement are amended, in particular as regards the amounts, or where a new agreement is concluded, the Commission shall adopt the resultant adjustments necessary for this Regulation in accordance with the procedure laid down in Article 38 of Regulation 136/66/EEC or the corresponding Articles of the other Regulations on the common organization of the markets concerned.

However, in the case of objects forming part of public collections, referred to in Article 1 (1), and ecclesiastical goods in the Member States where they are subject to special protection arrangements under national law, return proceedings shall be subject to a time-limit of 75 years, except in Member States where proceedings are not subject to a time-limit or in the case of bilateral agreements between Member States laying down a period exceeding 75 years.

The Parties agree that the provisions of paragraph 1 of Article 10 shall not apply to conditions of import of products to the territory of Russia under financial loans and credits granted for development and humanitarian purposes, technical and humanitarian assistance and other similar arrangements, concluded between Russia and third States or international organizations in so far as such States or international organizations require special treatment for such imports.

Where a product is placed under one of the simplified arrangements provided for in Part II, Title II, Chapter 7, Section 3 of Commission Regulation (EEC) No 2454/93 of 2 July 1993 laying down provisions for the implementation of Council Regulation (EEC) No 2913/92 establishing the Community Customs Code (1), as last amended by Regulation (EC) No 1662/1999(2), or in Title X, Chapter I of Appendix I to the Convention of 20 May 1987 on a common transit procedure, no formalities need to be carried out at the customs office of the frontier station in cases where transit begins inside the Community and is to end outside it In the interests of administrative simplicity, where one of these procedures is applied special arrangements should be adopted for the release of the security.

The two Parties shall carry out periodic bilateral consultations regarding the development of further cooperation in relation to fisheries, including cooperation on such matters as fisheries trade, exchanges of technical information and specialized personnel, improvement of utilization and processing of catches, and arrangements for the use of the ports of each Party by fishing vessels of the other Party to ship or discharge crew members or other persons and for such other purposes as may be agreed upon.

Whereas, pursuant to Article 164 (2) of the Act of Accession, the specialized fishing activities of vessels flying the flag of a present Member State in the waters falling under the sovereignty or within the jurisdiction of Spain are to be carried out in accordance with the same access and control procedures as those specified for Spanish vessels authorized to carry out their fishing acitivities in the fishing zones of the present Member States; whereas, as regards the other fishing activities carried out under Article 164 (1) of the Act of Accession, it is appropriate to apply to the vessels concerned arrangements comparable to those applicable to the non-specialized fishing activities of vessels flying the flag of Spain in waters falling under the sovereignty or within the jurisdiction of the present Member States;
