Sistem iz člena 4(2)(c) zahteva identifikacijo živali na gospodarstvu in individualno predvideva postopek zamenjave, če postane sredstvo za identifikacijo nečitljivo ali je bilo izgubljeno, pod nadzorom pristojnega organa in ne da bi bila ogrožena sledljivost med gospodarstvi, katere namen je nadzor epizootske bolezni, in omogoča sledljivost premikov živali na nacionalnem ozemlju z istim namenom.
The system referred to in Article 4(2)(c) requires the identification of the animals both by holding and individually, provides for a replacement procedure where a means of identification has become illegible or has been lost, under the control of the competent authority and without compromising traceability between holdings, the objective being to control epizootic diseases, and allows the animals' movements to be traced within the national territory, with the same objective.

Če podsistem izpolnjuje zahteve Direktive 96/48/ES in TSI, mora priglašeni organ na podlagi pregleda projektiranja ter odobritve in nadzora sistema(-ov) kakovosti sestaviti ES-certifikat o verifikaciji, namenjen za naročnika ali njegovega pooblaščenega zastopnika s sedežem v Skupnosti, ki sestavi ES-izjavo o verifikaciji, namenjeno za nadzorni organ v državi članici, kjer se podsistem nahaja in/ali obratuje.
Where the subsystem meets the requirements of Directive 96/48/EC and the TSI, the notified body must then, based on the design examination and the approval and surveillance of the quality system(s), draw up the certificate of EC verification intended for the adjudicating entity or its authorised representative established within the Community, which in turn draws up the EC declaration of verification intended for the supervisory authority in the Member State within which the subsystem is located and/or operates.

This Regulation is without prejudice to the adoption in future of the necessary legislation describing in detail the legal architecture, objectives, operation and use of SIS II, such as, but not limited to, rules further defining the categories of data to be entered into the system, the purposes for which they are to be entered and the criteria for their entry, rules concerning the content of SIS records, the interlinking of alerts, compatibility between alerts and further rules on access to SIS data and the protection of personal data and their control.

It is appropriate to provide that, subject to the measures in force in the Community relating to double checking systems and to prior and retrospective Community surveillance of textile products on importation into the Community, binding tariff information issued by the customs authorities of Member States in respect of the classification of goods in the Combined Nomenclature and which is not in accordance with this Regulation, can continue to be invoked for a period of 60 days by the holder, under Article 12(6) of Council Regulation (EEC) No 2913/92 of 12 October 1992 establishing the Community Customs Code(2).

A system of retrospective surveillance was therefore established by Commission Regulation (EC) No 1695/2002(5) in relation to 14 steel products, namely electrical sheets (other than GOES), metallic coated sheets, organic coated sheet, tin mill products, quarto plates, wide flats, non alloy merchant bars and light sections, alloy merchant bars and light sections, rebars, stainless bars and light shapes, stainless wire rod, stainless steel wire, gas pipes and hollow sections (all as more particularly described in Annex 1 to the aforementioned regulation).

In the region defined in Annex II, for species of special importance in that region which are biologically sensitive by reason of their exploitation characteristics, fishing activity by fishing vessels of a length between the perpendiculars of not less than 26 metres, for demersal species other than Norway pout and blue whiting, shall be governed by a licensing system managed by the Commission on behalf of the Community and by procedures for the transmission, to the competent monitoring authorities, of entries into and exits from the region concerned, in accordance with the conditions laid down in the said Annex.
