The Association Council may decide to amend the provisions of this Protocol.

EC Association Council

The Association Council may delegate the above responsibilities set out under this Protocol, in accordance with Article 114(2) of the Europe Agreement.

Responsibility for the effective functioning of this Protocol shall be borne by the Association Council in accordance with Article 110 of the Europe Agreement.

If the problems cannot be resolved to the satisfaction of both Parties, they may notify the Chairman of the Association Council of their disagreement, giving their reasons.

Either Contracting Party may refer to the Joint Committee any dispute relating to the application or interpretation of this Agreement, having not been resolved in accordance with Article 22. For the purposes of this Article, the Association Council established under the Association Agreement shall act as Joint Committee.

Unless and until decided otherwise by the Association Council, the notification of the body and the recognition of its competence to assess conformity in relation to the requirements of Community or national law specified in the Annexes shall be suspended in part or totally from the date on which the disagreement of the Parties has been notified to the Chairman of the Association Council.

The body will cease to assess conformity in relation to the said requirements specified in the Annexes from the date of its withdrawal at the latest. Nevertheless, conformity assessment carried out before that date shall remain valid, unless otherwise decided by the Association Council.

In addition to all the information the EU may require for the negotiations in this chapter and which is to be provided to the Conference, the EU invites Croatia to provide regularly detailed written information to the Stabilisation and Association Council on progress in the implementation of the acquis.

Agreements on conformity assessment concluded by either Party with a country which is not a Party to this Protocol shall not entail an obligation upon the other Party to accept the results of conformity assessment procedures carried out in that third country, unless there is an explicit agreement between the Parties in the Association Council.

(1) Save as otherwise provided in these Articles of Association, the Council shall be responsible in all cases provided by law.

(5) All other resolutions of the Council shall require a simple majority unless mandatory law or these Articles of Association provide otherwise.

(3) Council Decision 2001/822/EC of 27 November 2001 on the association of the overseas countries and territories with the European Community(8) (hereinafter referred to as the »Association Decision«) is applicable until 31 December 2011. A new decision on the basis of Article 187 of the Treaty should be adopted before that date.

The Council, on a proposal from the Commission, shall adopt unanimously, on the basis of the experience acquired under the association of the countries and territories with the Union, European laws, framework laws, regulations and decisions as regards the detailed rules and the procedure for the association of the countries and territories with the Union.

(4) The initial long-term agreements with the GSI Helmholtzzentrum für Schwerionenforschung GmbH specified in Article 2 of these Articles of Association shall require the approval of the Council by unanimous vote.

Article 8 shall constitute measures amending or based upon the provisions referred to in Annex A to the Agreement concluded by the Council of the European Union with the Republic of Iceland and the Kingdom of Norway concerning the latters' association with the implementation, application and development of the Schengen acquis (*3) (hereinafter referred to as the "Association Agreement").

(1) The Office shall have an expert council comprising representative of the relevant interested administrative bodies, consumer organisations, business chambers and associations, and authoritative experts in the field of consumer protection.

The amount of EUR 286 million referred to in Article 1(2)(a)(ii) shall be allocated according to the Council Decision to be taken before 31 December 2007 amending the Association Decision pursuant to Article 187 of the Treaty, of which EUR 256 million to finance national and regional indicative programmes, and EUR 30 million in the form of an allocation to the EIB to finance the Investment Facility in accordance with the Association Decision.

Without prejudice to Article 8 of the Agreement concluded by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the latters' association with the implementation, application and development of the Schengen acquis (the 'Association Agreement'), the provisions referred to in Article 2(1) shall enter into force for Iceland and Norway 90 days after the receipt by the Council and the Commission of the information pursuant to Article 8(2) of the Association Agreement upon fulfilment of their constitutional requirements, in their mutual relations with any Member State for which this Convention has already entered into force pursuant to Article 27(3) or (4).

Without prejudice to Article 8 of the Association Agreement, the provision referred to in Article 15 shall enter into force for Iceland and Norway 90 days after the receipt by the Council and the Commission of the information pursuant to Article 8(2) of the Association Agreement upon fulfilment of their constitutional requirements, in their mutual relations with any Member State for which this Protocol has already entered into force pursuant to Article 13(3) or (4).

(7) Changes of contributions to construction costs and to operating costs, the admission of new Shareholders, increases in the shares held by an existing Shareholder, as well as the transfer of shares or parts thereof of the Company mentioned in Article 1 shall be governed by the Articles of Association, attached as an Annex, which authorise the Council to take decisions on such matters.

The provisions of Articles 3, 5, 6, 7, 12 and 23 and, to the extent relevant to Article 12, of Articles 15 and 16, to the extent relevant to the Articles referred to, of Article 1 constitute measures amending or building upon the provisions referred to in Annex A to the Agreement concluded by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the latters` association with the implementation, application and development of the Schengen acquis.

The Guarantors are parties to the Guarantee Agreement concluded with the Bank (hereafter called the “Guarantee Agreement” or “Guarantee”) in respect of the Loans made by the Bank from its own resources under the Internal Agreement of 17 July 2006 (hereafter called the “Cotonou Internal Agreement II”) relating to the financing of Community aid under the multi-annual financial framework for the period 2008 to 2013 in accordance with the Partnership Agreement signed in Cotonou (Benin) on 23 June 2000 between the European Community and its Member States and the African, Caribbean and Pacific States as revised in Luxembourg on 25 June 2005 (hereafter called the “Cotonou Partnership Agreement II”) and on the allocation of financial assistance for the Overseas Countries and Territories to which part four of the EC Treaty applies under Council Decision 2001/822/EC of 27 November 2001 on the association of the Overseas Countries and Territories (hereafter called the “Association Decision”) (together referred to herein as the “Cotonou Framework”).

In that case the relevant Association Council Decision, Agreement or Memorandum of Understanding shall continue to apply in respect of that State throughout the entire year 2004.

For the Association Council

The future press council would only endow it with a value that transcends the limits of the association.

This was the philosophy of the World Association of Press Councils (wapc) when it was first created in 1992.

The terms and conditions laid down in Association Council Decisions, Agreements and Memoranda of Understanding between the European Communities and the new Member States regarding their participation in Community programmes and agencies shall be superseded by the provisions governing the relevant programmes and agencies with effect from ) January 2004.

After the changes in the leadership of the Association of Journalists, support for the press council started to fade.

The press council would be shaped by the representatives of the media industry, journalists' association and civil society.

Half a year earlier another body had a meeting in Bangladesh i.e. the earlier-mentioned World Association of Press Councils - wapc.

Fifteen members, the majority in the Council, are delegated by civil society. The following institutions and associations are represented:

whereas, therefore, the aid scheme existing under Council Regulation (EC) No 952/97 of 20 May 1997 on producer groups and associations thereof(16) should be discontinued;

The aid must not be granted to producer groups or associations the objectives of which are incompatible with a Council regulation setting up a common market organisation.
