an initial assessment of the focus area; the definition of objectives, guidelines and budgets; a programme implementation plan; and a sector monitoring and evaluation concept.

The procedure for presentation and approval of requests, implementation, and monitoring/evaluation will be in accordance with the general conditions relating to the budget line in question.";

With respect to the responsibilities of the Technical Secretariat for preparing and submitting to the Executive Council the draft programme and budget of the Organization, the Technical Secretariat shall determine and maintain a clear accounting of all costs for each facility established as part of the International Monitoring System.

Such arrangements shall not cause the number of operational facilities of the International Monitoring System to exceed the number specified for the relevant network; shall meet as far as possible the technical and operational requirements specified in the operational manual for the relevant network; and shall be conducted within the budget of the Organization.

The Council shall, in accordance with the procedure laid down in Title VI of the Treaty on European Union, unanimously adopt the financial regulation, specifying in particular the detailed rules for drawing up, amending and implementing the budget and for monitoring its implementation as well as for the manner of payment of financial contributions by the Member States.

In addition, the commission of the National Assembly responsible for monitoring the budget and other public finances also examined the said report and established violations of the rtv Slovenia Act and the Public Procurement Act.

A monitoring plan is established for each project together with the project plan and schedule, the budget and the payment schedule.

Care will be taken to ensure transparency, adequate project monitoring and overall consistency of action undertaken using budget appropriations.

This must not, however, affect the transparency of the use of these budget lines necessary for the monitoring procedures of the European Parliament.

The project promoter submits the project plan, including budget, schedule, payment plan, monitoring plan and the EIB appraisal report, to the beneficiary State.

The Commission is preparing a new single regulation for the implementation of the new budget line `Pre-accession strategy for Turkey` (preliminary draft budget 2001). After the adoption of that regulation, the PHARE Management Committee is to ensure the task of monitoring the compatibility with the Accession Partnership.

The instruments to be employed in the course of the operations covered by this Regulation shall include, within the limits established by the budgetary authority during the annual budget procedure, technical assistance, training or other services, supplies and works, along with audits and evaluation and monitoring missions.

It may cover, within the limit established annually by the budgetary authority, technical and administrative assistance costs, to the benefit of the Commission and the beneficiary, related to operations other than the permanent tasks of the public administration, linked to the identification, preparation, management, monitoring, auditing and control of programmes or projects.

Monitoring of the budgetary situation and of the stock of government debt (Article 104 of the Treaty and the Stability and Growth Pact agreed upon in Dublin) will be based on the accounts of general government drawn up using the ESA 95 methodology approved by Council Regulation (EC) No 2223/96 of 25 June 1996 on the European system of national and regional accounts in the Community (1).

(1) Certain provisions of Council Regulation (EC) No 1035/97 of 2 June 1997 establishing a European Monitoring Centre on Racism and Xenophobia should be brought into line with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, hereinafter referred to as "the general Financial Regulation"), and in particular Article 185 thereof.

In addition to measures to enhance the transparency of the public sector financial accounts, a new system of monitoring and control of the operating results and the borrowing requirements of the public enterprises and the public entities will be introduced after consultation with the Commission by 30 June 1991. Cash limits on the disbursement of budget grants for the public enterprises and the public entities will be applied by the Government until the new system is effective.

Greenland shall implement budgetary support to the fisheries sector for the three remaining years of the Protocol in accordance with the policy commitments undertaken in the Greenland Prime Minister's letter to President Prodi of 12 June 2003. The orientations on strategy and objectives of the reform of the Greenland fisheries policy, as defined and programmed independently and autonomously by the Greenland Home Rule Government, as well as the technical details concerning the definition, the implementation and the monitoring of the budget support to the fisheries sector in Greenland shall be determined in an administrative arrangement between Greenland and the European Community.

To this end a monitoring mechanism should be set up by the budgetary authority,

the formulation of proposals for the JRC annual budget and the monitoring of its implementation;

However, where budgetary monitoring is subject to exceptional conditions, the Commission may request a more detailed breakdown.

Consolidated government interest expenditure is an important indicator for monitoring the budgetary situation in the Member States;

If, while monitoring a crisis, resources available to the Centre are not adequate to meet the demand for products, the Director may propose a supplementary budget to the Board.

whereas all Community financial measures for the eradication and monitoring of animal diseases which involve compulsory Community budget expenditure should be brought together under one head;

The Commission will invite the European Monitoring Centre for Drugs and Drug Addiction, while preparing the budget, to take the fullest account of the comments made by Norway concerning its own contribution.

In this connection it should be recalled that, to ensure effective monitoring of the market and to allow reliable budget forecasts to be made in good time, the dates laid down for sending information must be complied with.

In the event that the Council in its subsequent monitoring judges that the divergence of the budgetary position from the medium-term budgetary objective, or the adjustment path towards it, is persisting or worsening, the Council shall, in accordance with Article 103 (4), make a recommendation to the Member State concerned to take prompt corrective measures and may, as provides in that Article, make its recommendation public.

In the event that the Council in its subsequent monitoring judges that the divergence of the budgetary position from the medium-term budgetary objective, or the adjustment path towards it, is persisting or worsening, the Council shall, in accordance with Article 103 (4), make a recommendation to the Member State concerned to take prompt corrective measures and may, as provided in that Article, make its recommendation public.

In order to ensure that the ceilings for subheadings 1a and 1b of the financial perspective are not exceeded, the Commission shall implement a monthly early warning and monitoring system for each chapter involving expenditure of the type referred to in Titles 1 to 4 of subsection B1 of the budget.

The instruments to be employed in the course of the operations covered by this Regulation shall include, within the limits established during the annual budget procedure by the budgetary authority, technical assistance, training or other services, supplies and works, along with audits and evaluation and monitoring missions.

Whereas the Council, when examining and monitoring the stability programmes and the convergence programmes and in particular their medium-term budgetary objective or the targeted adjustment path towards this objective, should take into account the relevant cyclical and structural characteristics of the economy of each Member State;

Monitoring of the budgetary situation and of the stock of government debt (Article 104 of the Treaty and the Stability and Growth Pact agreed upon in Dublin) will be based on the accounts of general government drawn up using the ESA 95 methodology approved by Council Regulation (EC) No 2223/96 of 25 June 1996 on the European system of national and regional accounts in the Community(5).

Certain provisions of Council Regulation (EEC) No 302/93 of 8 February 1993 on the establishment of a European Monitoring Centre for Drugs and Drug Addiction(4) should be brought into line with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (hereinafter referred to as "the general Financial Regulation")(5), and in particular Article 185 thereof.

When implementing the budget, the Commission should implement a monthly early-warning and monitoring system for each chapter involving agricultural expenditure, so that, if there is a risk of the ceiling for subheading 1a being exceeded, the Commission may at the earliest opportunity take the appropriate measures under the management powers at its disposal, and then, if these measures prove insufficient, propose other measures to the Council, which should act as soon as possible.

A cost-benefit analysis carried out for that purpose has showed that certain management tasks, such as budget implementation, technical and financial monitoring of projects and the dissemination and use of results could be carried out by an executive agency more efficiently whilst ensuring the implementation by the Commission of the Intelligent Energy - Europe programme in accordance with the Decision adopting the programme, as well as the programme's work programme and the guidelines adopted by the Commission with the assistance of the Management Committee provided for in Article 8 of the Decision.

In this context, the Community could move from targeting counterpart funds towards more general allocation, as soon as progress has been made in improving the effectiveness of the monitoring instruments, programming and budget implementation, and as regards internalization of reviews of public expenditure.
