It was found that what appeared to show a declining market was the result of relocation of the production of CTVs to certain CEECs (see recitals 63 to 65).

According to the information available, the relocation process for the production of CTVs to certain CEECs took place in the first part of the period considered.

It should also be pointed out that in a time when CTVs production was relocated to certain CEECs, the Community industry maintained its CPT production in the Community.

Whereas the relocation of CTV manufacturers to the CEECs may explain to a large extent the decrease in CPTs consumption in the Community, its effect has not been a general decrease in the demand for the product.

Extension of IDA networks to the EEA, EFTA, CEECs and other associated countries, as well as to G7 countries and international organisations, in particular regarding the social security, healthcare, pharmaceutical and environmental telematic networks.

It is stressed that the main decrease in consumption took place in the period 1995 to 1997 (-26 %), at the time when part of the production of CTVs in the Community has been partly transferred to CEECs, whereas from 1997 to IP consumption remained by and large stable.

The conditions and the detailed rules for the participation of the associated central and east European countries (CEECs) in this programme should be established in accordance with the provisions laid down in the European agreements, in their additional Protocols and in the decisions of the respective Association Councils.

On this basis, the analysis should distinguish between competition from Norway, the Central and Eastern European Countries (CEEC), and Far Eastern countries.

The appropriation covers travel, subsistence of members of the Management Board, Scientific Committee and their working parties and of CEEC delegates and of experts.

It has also been found that a number of bicycle manufacturers still retained their production in the Community while setting up production plants in certain CEEC, during the IP.

This contraction was due to the shift of production of a number of the Community industry's customers from the Community to Central and Eastern European Countries (CEEC) in 1998.

It is considered that in such decisions to shift production to the CEEC, the possible impact of a price increase on RBM, due to its limited amount of 1,6 % on average, could play only a minor role, if any.

In this respect, it has been found that the number of bicycle manufacturers that relocated their production to certain CEEC during the period considered is likely to be rather small compared to Community consumption.

Provision should be made to open up this programme to participation of the associated central and east European countries (CEEC) in accordance with the conditions established in the Europe Agreements, in their additional protocols and in the decisions of the respective Association Councils, of Cyprus, funded by additional appropriations in accordance with the procedures to be agreed with that country, as well as of Malta and Turkey, funded by additional appropriations, in accordance with the provisions of the Treaty.
