(a) Upon request by a State Party, and at the expense of that State, the Technical Secretariat shall take the steps required to certify that a given monitoring facility meets the technical and operational requirements specified in the relevant operational manuals for an International Monitoring System facility, and make arrangements for the authentication of its data.

Na podlagi sporazumov ali dogovorov in postopkov se država pogodbenica ali druga država, v kateri so objekti in naprave Mednarodnega opazovalnega sistema ali za katere ta drugače prevzame odgovornost, in Tehnični sekretariat dogovorita in sodelujeta pri ustanavljanju, delovanju, izpopolnjevanju, financiranju in vzdrževanju opazovalnih objektov in naprav, z njimi povezanih laboratorijev in ustreznih komunikacijskih sredstev na območjih pod njeno jurisdikcijo ali nadzorom ali kje drugje v skladu z mednarodnim pravom.

Such arrangements shall not cause the number of operational facilities of the International Monitoring System to exceed the number specified for the relevant network; shall meet as far as possible the technical and operational requirements specified in the operational manual for the relevant network; and shall be conducted within the budget of the Organization.

In cases of significant or irretrievable breakdown of a monitoring facility specified in the Tables of Annex 1 to the Protocol, or in order to cover other temporary reductions of monitoring coverage, the Director-General shall, in consultation and agreement with those States directly affected, and with the approval of the Executive Council, initiate temporary arrangements of no more than one year’s duration, renewable if necessary by agreement of the Executive Council and of the States directly affected for another year.

The Member States whose vessels are fishing under the Fisheries Agreement are obliged to notify the Commission of the quantities of each stock taken in Guinea-Bissau's fishing zone in accordance with the arrangements laid down in Commission Regulation (EC) No 500/2001 of 14 March 2001 laying down detailed rules for the application of Council Regulation (EC) No 2847/93 on the monitoring of catches taken by Community fishing vessels in third country waters and on the high seas(5).
Države članice, katerih plovila izvajajo ribolovne dejavnosti v skladu s Sporazumom o ribolovu, so dolžne Komisijo uradno obvestiti o količinah vsakega staleža, ujetega v ribolovnem območju Gvineje Bissau v skladu z ureditvami, določenimi v Uredbi Komisije (ES) št. 500/2001 z dne 14. marca 2001 o podrobnih izvedbenih predpisih Uredbe Komisije (ES) št 2847/93 o spremljanju ulovov, ki so jih opravila plovila Skupnosti v vodah tretje države in na odprtem morju [5].

For reasons of legal certainty, it should be specified that this entity, which is not designed to fulfil an economic purpose and is responsible for managing a public research programme of European interest, must be considered as an international organisation within the meaning of the second indent of Article 15(10) of the Sixth Council Directive 77/388/EEC of 17 May 1977 on the harmonisation of the laws of the Member States relating to turnover taxes(9) and the second indent of Article 23(1) of Council Directive 92/12/EEC of 25 February 1992 on the general arrangements for products subject to excise duty and on the holding, movement and monitoring of such products(10).
