In order to cover the shortage, the applicant Member States should therefore be authorised to permit, for a limited period, the marketing of seed of the relevant species which satisfies less stringent requirements.

With specific regard to the coverage of ethnic issues the power of the media is even greater, since there is a shortage of alternative sources of information.

Especially effective are the so-called concealed techniques of favoring a particular side, such as a more detailed and a 'more sympathetic' representation of a specific viewpoint, the concealment of information (especially when covering Romani issues where there is a shortage of alternative sources of information), the emphasizing of favored information, the neglect of the representatives of a minority who lacks institutionalized support etc

Whereas the Member States should therefore be authorized to permit, for a limited period, the marketing of reproductive material of the relevant species which satisfies less stringent requirements to cover the shortage of reproductive material satisfying the requirements of Directive 66/404/EEC or 71/161/EEC;

The Member States referred to in paragraph 3 are hereby authorized to permit the placing on the market, until 31 December 1991, of seed officially controlled as "commercial seed" up to an amount to cover the shortage indicated pursuant to paragraph 2. In addition to the information required by Annex IV of Directive 66/401/EEC, the official label shall state:
