However, it is necessary to lay down specific rules regarding the practical management of the certificate in situations where consignments receive veterinary clearance at the border inspection post but remain under customs supervision for fiscal reasons for some time.

(3) Customs Administration of the Republic of Slovenia shall issue the statement conclusion to the founders of the Koper Economic Zone and the Maribor Economic Zone, respectively within 30 days after this Law has entered into effect. The conclusion shall state measures which the founders have to take in order to carry out the customs supervision in accordance with this Law.

The decision under Article 10 shall contain in particular data on: 1. the founder of the economic zone, 2. approval of the Government, 3. activities referred to by the decision, 4. obligations of the founder with regard to customs supervision in the economic zone, and 5. conditions that the founder shall guarantee for the operation of the customs service in the economic zone.
Odločba iz prejšnjega člena mora vsebovati predvsem podatke o: 1. ustanovitelju ekonomske cone, 2. soglasju Vlade, 3. dejavnostih, na katere se odločba nanaša, 4. obveznostih ustanovitelja glede carinskega nadzora v ekonomski coni in 5. pogojih, ki jih mora ustanovitelj zagotavljati za delo carinske službe v ekonomski coni.

(5) The Customs Authority may, if necessary for the adequate performance of the customs supervision, temporarily restrict or temporarily ban the performance of a certain activity under paragraphs (1) to (3) of this Article, if at the same time it initiates proceedings against the operator of the zone or the founder due to an offence in accordance with this law or denounces him due to a grounded suspicion of a criminal deed connected with the operation in the economic zone.
(5) Carinski organ sme, če je to potrebno zaradi ustreznega izvajanja carinskega nadzora, začasno omejiti ali začasno prepovedati opravljanje katere od dejavnosti iz prvega do tretjega odstavka tega člena, če istočasno zoper uporabnika cone ali ustanovitelja uvede postopek zaradi prekrška v skladu s tem zakonom ali ga ovadi zaradi utemeljenega suma storitve kaznivega dejanja v zvezi s poslovanjem v ekonomski coni.

(5) The Government may not issue its approval if: 1. the spatial elaboration plan has not been adopted for the territory where the economic zone is to be established, 2. there is no evidence of any general economic interest to establish an economic zone (new economic activities, new development companies, new jobs, etc.), and 3. with regard to the proposed solutions it is not possible to provide customs supervision in accordance with the legislation in force.
(5) Soglasja vlada ne more izdati, če: 1. za območje, na katerem naj bi se ustanovila ekonomska cona, ni sprejet prostorski izvedbeni načrt, 2. ni dokazan splošni ekonomski interes za ustanovitev ekonomske cone (nove gospodarske dejavnosti, nova razvojna podjetja, nova delovna mesta, ipd.), 3. glede na predlagane rešitve ni mogoče zagotoviti carinskega nadzora v skladu z veljavno zakonodajo.
