Inspection regarding certificates of competency is dealt with in section 6 of this Annex.

7 Control, inspection and approval procedures include, inter alia, procedures for sampling, testing and certification.

(5) The Administration may carry out an inspection at any time during the validity of the airworthiness certificate in order to check the airworthiness of the aircraft.

It would not normally be as detailed as that for a renewal of the Safety Equipment Certificate and would concentrate on essentials for safe abandonment of the ship, but in an extreme case could progress to a full Safety Equipment Certificate inspection.

A regular inspection shall be carried out prior to the issue of a certificate of airworthiness or prior to the extension of its validity, at the request of the owner or user of the aircraft.

If the ship or the crew has some alternative form of certification, the port State control officer, in making this inspection, may take the form and content of this documentation into account.

a) Inspection and other related activities leading to issuance of phytosanitary certificates shall be carried out only by or under the authority of the official national plant protection organization.

The submission of the phytosanitary certificate does not exclude the right of the importing state to perform the phytosanitary inspection of supplied plant consignments and to take the appropriate measures.

The lapse of time since the last survey for a Safety Equipment Certificate can be a significant factor in the degree of deterioration of equipment if it has not been subject to regular inspection by the crew.

Ships entitled to fly the flag of a State which is not a Party to a relevant instrument and thus not provided with certificates representing prima facie evidence of satisfactory conditions on board, or manned with crew members who do not hold valid STCW certificates, will receive a more detailed or, as appropriate, expanded inspection.

Such restrictions on points of entry shall not be made unless the plants, plant products or other regulated articles concerned are required to be accompanied by phytosanitary certificates or to be submitted to inspection or treatment.

A regular inspection of an aircraft shall be carried out prior to the issue or extension of validity of an airworthiness certificate, and an occasional inspection of an aircraft shall be carried out if a major part of its structure is damaged which might effect its airworthiness, or on the basis of a well-founded suspicion that the aircraft does not meet prescribed requirements for airworthiness.

.1 Where the inspection reveals that the copy of the Document of Compliance or the Safety Management Certificate issued in accordance with the International Safety Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) are missing on board a vessel to which the ISM Code is applicable at the date of the inspection, the Authority will ensure that the vessel is detained.

(2) On the written application of the owner or user of the aircraft, the Administration shall extend the validity of the airworthiness certificate, generally for 12 months if it is found that the aircraft is still airworthy by means of an inspection verifying airworthiness.

Port State control officers and the persons assisting them will have no commercial interest, either in the port of inspection or in the ships inspected, nor will port State control officers be employed by or undertake work on behalf of non-governmental organizations which issue statutory and classification certificates or which carry out the surveys necessary for the issue of those certificates to ships.

Each exported plant consignment which is subject to phytosanitary inspection must be accompanied by a phytosanitary certificate, issued by a body of the plant quarantine and protection service, confirming that this consignment does not contain pests which are quarantine pests in the importing state.

(1) Costs shall be paid for licenses, ratings, authorities, training certificates, recognition of foreign documents, checking capacities, taking examinations, registration of aircraft, /confirmation/s on entry of an aircraft, certificates, certificates, permits, approvals of documents,, inspections in connection with aircraft registration and for other activities at the demand of clients which the Administration or authorised person issues in the framework of their competencies, all in compliance with the provisions this Act and regulations issued on its basis.

In the absence of valid certificates or documents or if there are clear grounds for believing that the condition of a ship or of its equipment, or its crew does not substantially meet the requirements of a relevant instrument, a more detailed inspection will be carried out, as referred to in section 5 of Annex 1, or, as appropriate, an expanded inspection will be carried out as referred to in section 8 of Annex 1. Examples of clear grounds are given in section 4 of Annex 1.

as regards exports to Côte d'Ivoire, the Member States shall be responsible for monitoring production conditions and requirements, in particular the performance of the compulsory inspections and the issuing of health (or animal welfare) certificates confirming compliance with the agreed standards and requirements,

refuses an authorised person free access to all premises, equipment, data and documentation in connection with inspection of all licences, /confirmation/s and certificates in connection with the construction, maintenance, changes and repairs to aircraft, engines, parts and equipment of aircraft (third paragraph of Article 38),

3.7.2 In the case of a detention, the Authority will immediately notify the flag State Administration* ) in writing,which includes the report of inspection specified in Annex 3. Like wise, the recognized organization which has issued the relevant certificates on behalf of the flag State Administration will be notified, where appropriate.

If the Administration after an inspection for checking airworthiness or in any other way finds that a domestic aircraft is not airworthy, it shall recall the validity of the airworthiness certificate that it issued to such an aircraft, or shall defer its issue or not extend its validity until it again finds that the aircraft is airworthy.

.2 an oil tanker as mentioned above meeting the requirements of a new oil tanker as defined in Regulation 1(26) of Annex I to MARPOL 73/78 will be subject to expanded inspection 25 years after its date of delivery as indicated on the Supplement, Form B, to the IOPP Certificate, unless it complies with or has been reconstructed to comply with Regulation 13F of that Annex;

A basic inspection shall be carried out on a new aircraft and an aircraft purchased abroad, and on other aircraft after refitting or major repairs to the bearing structure or after changes which might effect the essential characteristics of the aircraft (strength, life span and technical characteristics) and on aircraft which has not had an airworthiness certificate for more than six months.

the Contracting Party carrying out the inspection shall, for the purposes of Article 33 of the Convention, be free to conclude that the requirements under which the certificate or licences in respect of that aircraft or in respect of the crew of that aircraft had been issued or rendered valid, or that the requirements under which that aircraft is operated, are not equal to or above the minimum standards established pursuant to the Convention.

3.1 In fulfilling their commitments the Authorities will carry out inspections, which will consist of a visit on board a ship in order to check the certificates and documents as referred to in section 2 of Annex 1. Furthermore the Authorities will satisfy themselves that the crew and the overall condition of the ship, including the engine room and accommodation and including hygienic conditions, meets generally accepted international rules and standards.

(2) It shall be considered that an airworthiness certificate is invalid if a Slovene aircraft or its equipment is not maintained according to regulations, if changes are made to an aircraft or its equipment which are relevant to airworthiness and the Administration has not previously confirmed, if compulsory changes have not been made to an aircraft or its equipment, or if checks have not been performed on the demand of the Administration or if a regular or occasional inspection is not carried out.

Sanitary or phytosanitary measures include all relevant laws, decrees, regulations, requirements and procedures including, inter alia, end product criteria; processes and production methods; testing, inspection, certification and approval procedures; quarantine treatments including relevant requirements associated with the transport of animals or plants, or with the materials necessary for their survival during transport; provisions on relevant statistical methods, sampling procedures and methods of risk assessment; and packaging and labelling requirements directly related to food safety.

.1 a crude oil tanker of 20,000 tonnes deadweight and above or a product carrier of 30,000 tonnes deadweight and above, not meeting the requirements of a new oil tanker as defined in Regulation 1 (26) of Annex I to MARPOL 73/78, will be subject to expanded inspection 20 years after its date of delivery as indicated on the Supplement, Form B, to the IOPP Certificate, or 25 years after that date, if the ship` s wing tanks or double-bottom spaces not used for the carriage of oil meet the requirements of Regulation 13G(4) of that Annex, unless it has been reconstructed to comply with Regulation 13F of the same Annex;

(4) A certificate of airworthiness referred to in the previous paragraph shall be issued by the Administration on the basis of the inspection for airworthiness carried out which shall cover checking airworthiness requirements, such as ascertaining the compliance of the aircraft construction with the corresponding type certificate of the aircraft, verifying the meeting of requirements of approved regular and extra-ordinary systems of maintenance for the aircraft type, checking the functional capacity of the aircraft and its systems in relation to approved instructions for use of the aircraft, checking whether there has been any change in the operating properties of the aircraft and its systems because of possible events that the aircraft has suffered and checking other requirements of the Administration in relation to possible special conditions and properties for the aircraft type in question, which shows that the aircraft meets the appropriate airworthiness demands.

Endorsement of the inspection certificate

the inspection certificate will be endorsed accordingly.

The approved body must affix the date of periodic inspection to all transportable pressure equipment and draw up a periodic inspection certificate.

The inspection body must affix its identification number or have it affixed to each product being periodically inspected immediately after the date of periodic inspection and draw up a written periodic-inspection certificate.

The owner or his authorised representative established in the Community or the holder must keep the periodic-inspection certificate required under section 3.2, and the documents required under point 2 at least until the next periodic inspection.

Whereas it must be possible to make use of the inspection certificate issued in accordance with Article 22 of the Revised Convention for the Navigation of the Rhine on all Community waterways, subject, in certain cases, to possession of an additional Community certificate;

It is for the certificating authorities to determine the procedure for applying for inspection and for deciding the place and date of inspection.
