1.2 In determining the order of priority for the inspection of ships, the Authority shall take into account the order indicated by the target factor displayed on the Sirenac information system.

(2) The investor, owner or operator of infrastructural facilities, devices and systems referred to in the previous paragraph, after carrying out the technical inspection according to regulations on the construction of facilities, shall request the Administration in writing for the issue of an operating permit.

A test of an aircraft in flight for a basic inspection shall be performed during a flight without passengers and shall cover testing of the flight technical characteristics and behaviour of the aircraft in flight, and regular inspections shall be performed during a flight with passengers and shall cover control of the functioning of devices and systems of the aircraft in a manner that does not threaten flight safety.

The Director-General, before the Executive Council takes a decision on the on-site inspection request, shall transmit immediately to the Executive Council any additional information available from the International Monitoring System or provided by any State Party on the event specified in the request, including any clarification provided pursuant to paragraphs 42 and 43, as well as any other information from within the Technical Secretariat that the Director-General deems relevant or that is requested by the Executive Council.

(4) A certificate of airworthiness referred to in the previous paragraph shall be issued by the Administration on the basis of the inspection for airworthiness carried out which shall cover checking airworthiness requirements, such as ascertaining the compliance of the aircraft construction with the corresponding type certificate of the aircraft, verifying the meeting of requirements of approved regular and extra-ordinary systems of maintenance for the aircraft type, checking the functional capacity of the aircraft and its systems in relation to approved instructions for use of the aircraft, checking whether there has been any change in the operating properties of the aircraft and its systems because of possible events that the aircraft has suffered and checking other requirements of the Administration in relation to possible special conditions and properties for the aircraft type in question, which shows that the aircraft meets the appropriate airworthiness demands.

5.2.8 While it is not possible to determine the condition of the machinery without performance trials, general deficiencies, such as leaking pump glands, dirty water gauge glasses, inoperable pressure gauges, rusted relief valves, inoperative or disconnected safety or control devices, evidence of repeated operation of diesel engine scavenge belt or crankcase relief valves, malfunctioning or inoperative automatic equipment and alarm systems, and leaking boiler casings or uptakes, would warrant inspection of the engine room log book and investigation into the record of machinery failures and accidents and a request for running tests of machinery.

It is therefore necessary to reinforce the inspection system and to submit to the inspection system all operators throughout the production and the preparation process.

Whereas a Community inspection system should be established in order to verify compliance with this Directive;

"CCAMLR system of inspection":

Member States shall set up an inspection system operated by one or more designated inspection authorities and/or by approved private bodies to which the operators referred to in Article 8(1) shall be subject.";

Vessels carrying CCAMLR inspectors shall fly a special flag or pennant approved by the CCAMLR to indicate that the inspectors on board are carrying out inspection duties in accordance with the CCAMLR inspection system.

That document shall indicate that the inspector has been designated to carry out inspections in accordance with the CCAMLR observation and inspection system.

"(b) have been subject to the inspection system referred to in Article 9 throughout the production and preparation process or, in the case of imported products to equivalent measures;

Regulation (EEC) No 2092/91 also provides that operators producing, preparing or importing products from third countries, which fall within the scope of that Regulation are subject to an inspection system.

in the case of products imported according to Article 11 (6), the implementation of the inspection system shall comply with requirements equivalent to those provided for in Article 9, and in particular paragraph 4 thereof;
