The Conference acknowledges that the regime applicable to the Aland islands, referred to in Article IV-440(5), is established taking into account the special status that these islands enjoy under international law.

The High Contracting Parties agree that the European Council, pursuant to Article IV-440(7), will take a European decision leading to the modification of the status of Mayotte with regard to the Union in order to make this territory an outermost region within the meaning of Article IV-440(2) and Article III-424, when the French authorities notify the European Council and the Commission that the evolution currently underway in the internal status of the island so allows.
Visoke pogodbenice se strinjajo, da Evropski svet, ob uporabi sedmega odstavka IV-440. člena Ustave, sprejme evropski sklep, ki spreminja status Mayotte v odnosu do Unije, tako da postane to ozemlje najbolj oddaljena regija v smislu drugega odstavka IV-440. člena in III-424. člena Ustave, če francoske oblasti Evropski svet in Komisijo obvestijo, da to dovoljuje trenutni razvoj notranjega statusa otoka.

The Conference acknowledges that the outermost regions of the Community (the French overseas departments, Azores and Madeira and Canary Islands) suffer from major structural backwardness compounded by several phenomena (remoteness, island status, small size, difficult topography and climate, economic dependence on a few products), the permanence and combination of which severely restrain their economic and social development.
Konferenca priznava, da so najbolj oddaljene regije Skupnosti (francoski čezmorski departmaji, Azori in Madeira ter Kanarski otoki) prizadete zaradi velike strukturne zaostalosti, ki jo zaostruje več dejavnikov (oddaljenost, otoška lega, majhnost, težavna topografija in podnebje, ekonomska odvisnost od maloštevilnih proizvodov); ti zaradi svoje stalnosti in součinkovanja močno omejujejo njihov gospodarski in socialni razvoj.
