Yet in establishing the basis of this right (note that this has been taking place in the period of transition in Slovenia), we obviously have to overcome problems arising from the basic characteristics of the previous system, such as legal isolation and certain specific features that were used to exercise and defend the social and political objectives of that time.

The events of the second half of the 1980s awakened in most journalists the urge to resist external pressures, and they kept the feeling alive after the inauguration of the multiparty system, when the ethics commission, which certainly was the central player in the struggle for the autonomy of journalism, became saddled with complaints against journalists. But it continued to adhere to professional ethics. This has taken the wind out of the sails of those who wanted to use it as an instrument against unwelcome journalists, this time for different political reasons.
Druga polovica osemdesetih let je pri večini novinarjev zbudila refleks obrambe pred zunanjimi pritiski in ta ni izginil niti po zmagi večstrankarskega sistema. Častno razsodišče, ki je bilo zagotovo v središču boja za avtonomnost novinarstva in ki so ga nove politične sile oblegale s pritožbami proti novinarjem, je tudi zdaj vse primere razsojalo samo z vidika poklicne etike, to pa je ljudem, ki bi ga - to pot pa iz druge politične smeri - uporabili za orodje proti nezaželenim novinarjem, kmalu vzelo voljo.

In view of continued severe and systematic violations of human rights by the Burmese authorities, and in particular continuing and intensified repression of civil and political rights, and the failure of those authorities to take steps towards democracy and reconciliation, the restrictive measures against Burma/Myanmar were subsequently extended several times, most recently by Common Position 2003/297/CFSP( fn ) on Burma/Myanmar, which is due to expire on 29 April 2004. Some of the restrictive measures imposed against Burma/Myanmar were implemented at Community level by Council Regulation (EC) No 1081/2000( fn ).
Kot posledica nenehnega hudega in sistematičnega kršenja človekovih pravic s strani burmanskih oblasti in še zlasti glede na stalno in okrepljeno zatiranje civilnih in političnih pravic in neuspeha te oblasti sprejeti ukrepe v smeri demokracije in sprave, so bili omejitveni ukrepi proti Burmi/Mjanmarju večkrat podaljšani, nazadnje s Skupnim stališčem 2003/297/SZVP( fn ) o Burmi/Mjanmaru, ki preneha veljati 29. aprila 2004. Nekateri omejitveni ukrepi proti Burmi/Mjanmarju so bili na ravni Skupnosti izvršeni z Uredbo Sveta (ES) št. 1081/2000( fn ).
