The first part of the treatise explains Bleiweis's endeavours in the field of Slovenian literary language, progress in agriculture and handicrafts, with a brief description of his studies in Vienna, his work at the medical surgical institute in Ljubljana as professor of veterinary medicine (1841-1850), his work in Carniola in the field of medicine, the organisation and management of the farriers' and veterinary school in Ljubljana (1850-1881), and activities connected with the post as provincial veterinarian for Carniola (1856-1874). There is a brief account of his professional works related to veterinary medicine and animal breeding, and of his activities as secretary of the agricultural society of Carniola (1842-1881), as well as of his political activities, particularly those connected with the Unified Slovenian programme, which made him become one of the most distinguished Slovenians of the 19th century.
V prvem delu razprave je med drugim opisano Bleiweisovo prizadevanje za slovenski knjižni jezik, za napredek kmetijstva in rokodelstva, na kratko je predstavljen študij na Dunaju, njegovo službovanje na Mediko-kirurškem zavodu v Ljubljani z nazivom profesorja živinozdravništva (1841-1850), delovanje v okrivu zdravstva na Kranjskem, organiziranje in vodenje podkovske in živinozdravniške šole v Ljubljani (1850-1881), delovanje v službi deželnega živinozdravnika na Kranjskem (1856-1874), na kratko so opisana njegova veterinarska in živinorejska strokovna dela, orisano je njegovo delovanje v funkciji tajnika Kmetijske družbe na Kranjskem (1842-1881) in njegovo politično delovanje, še posebej v zvezi s programom Zedinjene Slovenije, ki ga je poneslo med najvidnejše Slovence 19. stoletja.

(1) A fine of not less than 1,000,000 tolars shall be imposed on an individual who commits an offence in connection with the independent performance of a professional activity, and no less than a fine of 3,000,000 tolars on a legal person 1. for not conducting business with consumers in the Slovene language or for not using their full registered company name and address in written communications to consumers, or for not using at least their abridged registered company name and address in written communications which are not intended for a particular individual consumer (first and second paragraphs of Article 2) 2. for not allowing, as a provider of information society services, for a simple direct and constant access to the data referred to in the third paragraph of Article 2 (third paragraph of Article 2) 3. for advertising goods or services in a manner which is in contrast with the law, indecent or misleading, or for not advertising goods or services in the Slovene language (Articles 12, 12a and 12b) 4. for advertising goods or services through a means of comparative advertising which is contrary to provisions of this Act (Article 12c) 5. if the advertising of goods or services includes elements which cause or which could cause physical, mental or other harm to children, or elements which exploit or which could exploit their trusting nature or inexperience (Article
