Before a revised agreement enters into force, the General Assembly of the Organisation shall define, under conditions determined by the present Agreement and by the Internal Rules in Article 10, to what extent the members party to the present Agreement, who have not deposited an instrument of acceptance, approval, ratification or accession may participate in the O.I.V's activities after it has entered into force.

Concerning the condition on the appropriate financial standing referred to in Article 3, paragraph 3 of such Directive, Contracting Parties may apply a minimum available capital and reserves lower than the amount established in point (c) of the said paragraph (3), up to the date of 1 January 2003 or even to 1 January 2005 under condition in the latter case that a corresponding declaration be made at the time of the ratification of the Agreement, without prejudice to the provisions included in the Europe Agreement establishing an association between the European Communities and their Member States and certain Contracting Parties of the present Agreement.
Glede pogoja o ustreznem finančnem stanju iz tretjega odstavka 3. člena te direktive imajo lahko pogodbenice do 1. januarja 2003 ali celo do 1. januarja 2005, če ob ratifikaciji sporazuma tako izjavijo, nižji minimalni razpoložljivi kapital in rezerve, kot je znesek iz točke c) omenjenega tretjega odstavka, kar pa ne vpliva na določbe Evropskega sporazuma o povezavi Evropskih skupnosti in njihovih držav članic z določenimi pogodbenicami tega sporazuma.

Any State which does not have in service warships, military aircraft or other government ships or aircraft operated for non-commercial purposes, which would enable it to become an intervening State under this Agreement may, at the time of signature or when depositing its instrument of ratification, acceptance, approval or accession, by a declaration addressed to the Secretary General of the Council of Europe declare that it will not apply paragraphs 2 and 3 of this Article.

A State or entity which has deposited before the date of adoption of this Agreement an instrument of ratification or formal confirmation of or accession to the Convention and which has signed this Agreement in accordance with Article 4(3)(c) shall be considered to have established its consent to be bound by this Agreement 12 months after the date of its adoption, unless that State or entity notifies the depository in writing before that date that it is not availing itself of the simplified procedure set out in this article.

Za vlado, v imenu katere je listina o ratifikaciji, sprejemu, odobritvi ali pristopu deponirana po začetku veljavnosti tega sporazuma v skladu z odstavkom 1, odstavkom 2 ali odstavkom 3 tega člena, začne listina ali obvestilo veljati na datum deponiranja in obvestilo o začasni uporabi v skladu z določbami odstavka 1 člena 57.

Concerning the condition on the appropriate financial standing referred to in Article 3(3) of such Directive, Contracting Parties may apply a minimum available capital and reserves lower than the amount established in point (c) of the said paragraph 3, up to the date of 1 January 2003 or even to 1 January 2005 under condition in the latter case that a corresponding declaration be made at the time of the ratification of the Agreement, without prejudice to the provisions included in the Europe Agreement establishing an association between the European Communities and their Member States and certain Contracting Parties to the present Agreement.
V zvezi z zahtevo o ustreznem finančnem položaju iz člena 3(3) navedene direktive lahko pogodbenice predvidijo najmanjši razpoložljivi kapital in rezerve, ki so nižji od zneska iz točke (c) navedenega odstavka 3, do 1. januarja 2003 ali, če je bila ob ratifikaciji Sporazuma dana ustrezna izjava, celo do 1. januarja 2005, brez poseganja v določbe iz Evropskega sporazuma o pridružitvi med Evropskimi skupnostmi in njihovimi državami članicami ter nekaterimi pogodbenicami tega sporazuma.

This Agreement shall enter into force on the first day of the second month following the date on which all the States referred to in this Article and the European Economic Community sign without reservation as to ratification, acceptance or approval or deposit an instrument of ratification, acceptance or approval.
Ta sporazum začne veljati prvi dan drugega meseca po datumu, ko ga vse države, navedene v tem členu, in Evropska gospodarska skupnost podpišejo brez pridržkov glede ratifikacije, sprejetja ali odobritve, ali pa deponirajo listino o ratifikaciji, sprejetju ali odobritvi.
