The decision shall be in writing and shall contain a full and reasoned statement of the Trial Chamber's findings on the evidence and conclusions.

Finally, the Findings of the Slovene study contradict the statements of television program editors that the audience dictates the choice.

(1) After the investigation is completed, the Office shall compile a record, which must contain the allegation of the documents examined, and the statements obtained, as well as its own findings with respect to the facts and evidence relevant to the procedure.

The determination and ruling of the Arbitration Body must be accompanied by a written statement setting out the findings and reasons on which they are based.

This statement is strengthened by the subsequent findings of the investigation, which confirmed that the Community industry converted several production lines formerly attributed to the production of PSF to other types of fibres not covered by the present investigation.
