It is necessary to survey the technical characteristics which are likely to be changed, in order to ensure that the statistics are constantly adapted to economic conditions.

Whereas, following the experience acquired during the previous surveys of fruit tree plantations, the statistical classification of the technical characteristics to be surveyed as specified in Article 2 of Council Directive 71/286/EEC of 26 July 1971 concerning the statistical surveys to be carried out by the Member States in order to determine the production potential of plantations of certain types of fruit trees (2) are to be retained subject to certain amendments in order to ensure that statistics are continuously adapted to economic conditions;

They will be further adapted and extended to serve as an essential statistical tool for analyses of sustainable development.

Whereas it would be appropriate to enable certain technical conditions concerning notices and statistical reports required by this Directive to be adapted in the light of changing technical requirements;

For the environmental part of the statistical programme, the action programme and the strategy for sustainable development imply that the present working areas should continue, but also that these should be extended and adapted.

irrespective of the provisions of Articles 4 and 5, the handling of confidential data from Austria, Finland, Norway, Sweden and Switzerland is governed exclusively by the Council Regulation (Euratom/EEC) No 1588/90 of 11 June 1990 on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, as adapted for this Agreement;

(b) irrespective of the provisions of Articles 4 and 5, the handling of confidential data from Austria, Finland, Norway, Sweden and Switzerland is governed exclusively by the Council Regulation (Euratom/EEC) No 1588/90 of 11 June 1990 on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, as adapted for this Agreement;

At the end of the five-year programme the Commission will have adapted and improved the systems of statistical measurement of the trade of goods between Member States and with third countries, taking into account the development of the information requirements and the economic and administrative environment.

Austria, Finland, Iceland, Norway, Sweden and Switzerland shall, for the undertakings being classified by Council Regulation (EEC) No 3037/90 of 9 October 1990 on the statistical classification of economic activities in the European Communities under the code number 27.10 and taking due consideration of statistical confidentiality as defined by Council Regulation (Euratom/EEC) No 1588/90 of 11 June 1990 on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, as adapted for this Agreement, provide through the competent national statistical authorities the information equivalent to that requested in questionnaires 2.60 and 2.61 in the Annex to the Commission Decision 3302/81/ECSC of 18 November 1981 on the information to be furnished by steel undertakings about their investment (OJ No L 333, 20.11.1981, p. 35).

References to the 'Nomenclature of Industries in the European Communities (NICE)`, and to 'Nomenclature of Economic Activities in the European Communities (NACE)` shall, except where otherwise provided, be read as references to 'Nomenclature of Economic Activities in the European Communities (NACE Rev.1)`, as defined by the Council Regulation (EEC) No 3037/90 of 9 October 1990 on the statistical classification of economic activities in the European Communities, and as adapted for this Agreement.

The Commission may extend this deadline for a period not exceeding two years if the national statistical systems need to be adapted.

Whereas the reference periods should be adapted in order to achieve better use of the resources available for agricultural statistical surveys;

Each Member State must ensure that its national system of agricultural statistics is adapted and responds in an optimum way to Community requirements.

A statistical analysis of results amenable to such analysis must be carried out, where necessary the test guideline used must be adapted to enable such analysis.

In such cases the statistical data to be sent to the Commission during the transitional period shall be adapted and transmitted to conform as closely as possible to the Annex.

Measures relating to the implementation of an information network better integrated into the general statistical system and adapted to developments in the administrative environment

The definitions referred to in paragraph 1 may be adapted, and additional definitions needed to ensure harmonisation of statistics may be adopted, in accordance with the procedure referred to in Article 11(2).

Whereas the framework Directive 71/316/EEC has been adapted to technical progress in the manufacture of measuring instruments and accordingly permits statistical checks to be carried out for the purposes of EEC initial verification in accordance with the procedure laid down in the separate Directives;

WHEREAS THE TARIFF DESCRIPTION OF THE PRODUCTS CONCERNED SHOULD BE ADAPTED TO TAKE ACCOUNT OF THE IMPLEMENTATION OF THE TARIFF NOMENCLATURE INTRODUCED BY COUNCIL REGULATION (EEC) NO 2658/87 OF 23 JULY 1987 ON THE TARIFF AND STATISTICAL NOMENCLATURE AND ON THE COMMON CUSTOMS TARIFF (5), AS LAST AMENDED BY REGULATION (EEC) NO 3468/88 (6);

Whereas, by virtue of Article 22 of the Act, Commission Regulation (EEC) No 2415/78 of 17 October 1978 on the statistical threshold in the external trade statistics of the Community and statistics of trade between Member States (1) must be adapted in conformity with the guidelines set out in Annex II to that Act, by the insertion, in respect of Greece, of the equivalent value in drachmas of the statistical threshold of 300 European units of account,

Whereas the definition of the statistical territory of the Community set out in Article 3 of Regulation (EC) No 1172/95 (1) and the field of application of the statistics relating to the trading of goods by the Community and its Member States with non-member countries as defined in Article 4 of the abovementioned Regulation need to be adapted accordingly,

Whereas, by virtue of Article 22 of the Act, Commission Regulation (EEC) No 2415/78 of 17 October 1978 on the statistical threshold in the external trade statistics of the Community and statistics of trade between Member States must be adapted in conformity with the guidelines set out in Annex II to that Act, by the insertion, in respect of Greece, of the equivalent value in drachmas of the statistical threshold of 300 European units of account,
