(b) by payment or transfer to a Giro account held by the Office, or

(a) in the cases referred to in Article 5, paragraph 1(a) and (b): the date on which the amount of the payment or of the transfer is actually entered in a bank account or a Giro account held by the Office;

Giro accounts of the former municipalities shall be closed by 31 December 1995 at the latest;

Giro accounts of local communities which have not been included in the municipalities' ordinances, shall be closed by 31 December 1995 at the latest.

If no assets are available on the debtor's giro account, the agency for money transfers shall transfer on such an account the required amount of assets from the debtor's other accounts, provided the assets subject to transfer are not attached or exempt from execution under the statute.

If in the case under the third paragraph of the present Article no assets are available on the account of the debtor in question, the agency for money transfers shall, by the creditor's application, send the decree for execution to the branch office at which the next respective debtor has his account.

Claims shall be repaid primarily by the assets from the debtor's giro account or from another account through which he is entitled to perform money movements.

To meet the cash requirements of an interinstitutional Office, bank accounts or post office giro accounts may be opened in its name by the Commission, acting on a proposal from the management committee.

In an application for execution the creditor shall state the name of the branch office of the agency for money transfers at which his and the debtor's assets are deposited, and the numbers of his own and the debtor's giro account.

In an application for execution the creditor shall state the name of the bank or savings bank with which the debtor has an account opened, the number of the account, and the number of his own giro account if the payment is to be executed through a giro account.
