(2) The Parties have agreed, by Decision No 3/2002 of the EU- Romania Association Council fn, to reintroduce the double- checking system for the period 1 July to 31 December 2002,

This list 'implements internationally agreed dual-use controls including the Wassenaar Arrangement, the Missile Technology Control Regime (MTCR), the Nuclear Suppliers' Group (NSG), the Australia Group and the Chemical Weapons Convention (CWC).

The Agreement between the European Community and Ukraine on trade on textile products ( 2 ), as last amended by an agreement between the parties implemented by Commission Regulation (EC) No 475/2002 ( 3 ), stipulates in Article 2(1) that at the latest six weeks before the end of every Agreement year the Commission and Ukraine shall hold consultations on the necessity of maintaining the categories listed in Annex III to the Agreement under double checking, with a view to the possible suspension of categories from double-checking.

The Community and the Government of Vietnam have negotiated a Memorandum of Understanding on the prevention of fraud in trade in footwear products (`the Memorandum` ) which sets out a double-checking system on the exports to the Community of footwear products falling within Chapter 64 of the Harmonised System/ Combined Nomenclature ( fn ).

The Parties agreed in Protocol 2 to the Interim Agreement on steel products, to establish, immediately upon the entry into force of the said Agreement, a double-checking system, without quantitative limits, for the import into the Community of steel products originating in the Former Yugoslav Republic of Macedonia.

(2) In order to enable the Member States and the Community to comply with their international commitments, Annex I to Regulation (EC) No 1334/2000 establishes the common list of dual-use items and technology referred to in Article 3 of that Regulation, which implements internationally agreed dual-use controls, including the Wassenaar Arrangement, the Missile Technology Control Regime, the Nuclear Suppliers Group, the Australia Group and the Chemical Weapons Convention.

In order to enable the Member States and the Community to comply with their international commitments, Annex I to Regulation (EC) No 1334/2000 establishes the common list of dual-use items and technology referred to in Article 3 of that Regulation which implements internationally agreed dual-use controls including the Wassenaar Arrangement, the Missile Technology Control Regime (MTCR), the Nuclear Suppliers Group (NSG), the Australia Group and the Chemical Weapons Convention (CWC).

It should be reiterated that for certain iron and steel products the issue of a surveillance document is subject to presentation of an export document in accordance with arrangements established within the framework of double-checking agreements with certain third countries, and the present Regulation does not apply to products originating in those countries which are subject to such a double-checking system,

The situation relating to imports of certain steel products from the Russian Federation to the Community has been the subject of thorough examination and, on the basis of relevant information supplied to them, the Parties have concluded an Agreement in the form of an Exchange of Letters which establishes a double-checking system without quantitative limits for the period between the date of entry into force of this Regulation and 31 December 2004, unless both Parties agree to terminate the system earlier.

The European Community and the Republic of Kazakhstan agreed to establish a double-checking system in respect of certain steel products for the period from ) January 2000 to 31 December 2001.

During the negotiations between the European Coal and Steel Community and the Russian Federation concerning a new steel agreement, the Parties agreed to extend the double-checking system, without quantitative limits, in respect of certain steel products for the period 1 January 2002 to 31 December 2004 in order to improve transparency and to avoid possible diversions of trade.

The situation relating to imports of certain steel products from the Russian Federation to the Community has been the subject of thorough examination and, on the basis of relevant information supplied to them, the Parties have concluded an Agreement in the form of an Exchange of Letters(6) which establishes a double-checking system without quantitative limits for the period between the date of entry into force of this Regulation and 31 December 2004, unless both Parties agree to terminate the system earlier.
