Any Party that is a developing country and whose annual calculated level of consumption of the controlled substances in Annex A is less than 0,3 kilograms per capita on the date of the entry into force of the Protocol for it, or any time thereafter until 1 January 1999, shall in order to meet its basic domestic needs, be entitled to delay for 10 years its compliance with the control measures set out in Articles 2 A to 2 E.

Vsaka pogodbenica, ki je država v razvoju in katere letna obračunska raven porabe nadzorovanih substanc znaša manj kot 0,3 kilograma po osebi na datum, ko začne zanjo veljati Protokol, ali kadar koli po tem v 10 letih po datumu začetka veljavnosti Protokola, ima zaradi zadovoljevanja osnovnih domačih potreb pravico, da izvajanje nadzornih ukrepov iz odstavkov 1 do 4 člena 2 preloži za deset let od leta, opredeljenega v navedenih odstavkih.
Any Party that is a developing country and whose annual calculated level of consumption of the controlled substances is less than 0,3 kilograms per capita on the date of the entry into force of the Protocol for it, or any time thereafter within 10 years of the date of entry into force of the Protocol shall, in order to meet its basic domestic needs, be entitled to delay its compliance with the control measures set out in paragraphs 1 to 4 of Article 2 by 10 years after that specified in those paragraphs.

Države članice lahko na svojem ozemlju dovolijo izjeme za zdravila za uporabo v veterinarski medicini, namenjene izključno za akvarijske ribice, ptice v kletkah, domače golobe, terarijske živali ter majhne glodalce, glede določil iz členov 5, 7, in 8, pod pogojem da taki proizvodi ne vsebujejo snovi, katerih uporaba zahteva veterinarski nadzor ter da so bili izvedeni vsi možni ukrepi za preprečitev nedovoljene uporabe zdravil za druge živali.
Member States may permit exemptions on their territory in respect of veterinary medicinal products intended solely for aquarium fish, cage birds, homing pigeons, terrarium animals and small rodents, from the provisions in Articles 5, 7 and 8, provided that such products do not contain substances the use of which requires veterinary control and that all possible measures have been taken to prevent unauthorized use of the products for other animals.

Pravne osebe, ustanovljene v eni pogodbenici, katerih večinski delež lastniškega kapitala je v lasti in katerih upravljanje je pod nadzorom pravnih ali fizičnih oseb druge pogodbenice, ki so registrirale ribiško plovilo, imajo pravico, za zaprosijo za in pridobijo dovoljenje za industrijski ribolov, vključno z vsemi razpoložljivimi dodatnimi izrednimi dovoljenji za ribolov, in ustreznimi posameznimi kvotami, pod enakimi pogoji, kakor se uporabljajo za druge pravne osebe, ustanovljene v isti pogodbenici, katerih večinski delež lastniškega kapitala je v lasti domačih pravnih in fizičnih oseb.
Legal entities established in one Party, with a majority share of equity capital owned and whose management is controlled by a legal or natural person of the other Party, which have registered a fishing vessel, shall be entitled to apply for and obtain an authorisation for industrial fishing, including all available additional extraordinary fishing permits, and their corresponding individual quotas, under the same conditions applicable to other legal entities established in that same Party with a majority share of equity capital owned by domestic legal and natural persons.
