(ii) the cost of containers which are treated as being one for customs purposes with the goods in question;

Any common price policy shall be based on common criteria and uniform methods of calculation.

(e) to develop and operate a common European air traffic flow management system at a common international centre in the framework of (d) above;

Without prejudice to the powers of the European Central Bank, European laws or framework laws shall lay down the measures necessary for use of the euro as the single currency.

(c) intermodal services, to offer, at a single through price air and surface transportation combined, provided that passengers and shippers are not misled as to the facts concerning such transportation.

In the context of the establishment and functioning of the internal market, European laws or framework laws shall establish measures for the creation of European intellectual property rights to provide uniform intellectual property rights protection throughout the Union and for the setting up of centralised Union-wide authorisation, coordination and supervision arrangements.

Concurrently with the foregoing, and as provided in the Constitution and in accordance with the procedures set out therein, these activities shall include a single currency, the euro, and the definition and conduct of a single monetary policy and exchange-rate policy, the primary objective of both of which shall be to maintain price stability and, without prejudice to this objective, to support general economic policies in the Union, in accordance with the principle of an open market economy with free competition.

Before 1 October of each year the Council, acting in accordance with the voting procedure laid down in Article 43 (2) of the Treaty on a proposal from the Commission, shall fix a single production target price, a single market target price, a single intervention price and a single threshold price for olive oil for the Community.

These reports shall include an assessment of the progress towards convergence in the Community, and cover in particular the adaptation of monetary policy instruments and the preparation of the procedures necessary for carrying out a single monetary policy in the third stage, as well as the statutory requirements to be fulfilled for national central banks to become an integral part of the ESCB.

whereas, in the milk sector, in order to stabilise markets and to ensure a fair standard of living for the agriculture community, it is necessary that the intervention agencies, based on a single price system, may take intervention measures on the market including the buying-in of butter and skimmed milk powder and the grant of private storage aids for these products;

The first signs of deregulation, or rather, the withdrawal of the state from the media scene, could be observed towards the end of the 1980s, when the state discontinued its aid to most of the newspapers (in addition to direct support, the state aid included discount prices for paper and artificial maintenance of a uniform price of the dailies). Whereas the creatin of a single Community market for cereals involves, apart from a system of guaranteed prices, the introduction of a single trading system at the external frontiers of the Community;

coherence in the operative events for the various prices and amounts relating to a single market organisation;

"NCBs" shall mean the national central banks of Member States that have adopted the single currency in accordance with the Treaty,

Whereas the establishment of a single market based on common prices would be jeopardised by the granting of certain aids;

- "NCBs" shall mean the national central banks of Member States that have adopted the single currency in accordance with the Treaty,

the National Central Banks of the Member States which have adopted the single currency in accordance with the Treaty and the ECB.

(18) The proper working of a single market based on common prices would be jeopardised by the granting of national aid.

Whereas at the single market stage, in view of the fact that price systems are standardised and the agricultural policy is a Community policy, the financial consequences devolve upon the Community;

(3) Throughout this document, the term "National Central Banks" refers to the National Central Banks of the Member States which have adopted the single currency in accordance with the Treaty.

the establishment or application of uniform rules concerning the structure and the conditions governing the application of transport tariffs, provided that such rules do not directly or indirectly fix transport fares and conditions;

Whereas the future European Central Bank needs rapid short term statistics in order to assess economic development in the Member States in the context of a single European monetary policy;

Set up the Central Harmonising Unit of Public Internal Audit, responsible for the elaboration and adaptation of a unitary legal framework in the field of public internal audit activity.

(2) It should be noted that National Central Banks of Member States which have not adopted the single currency in accordance with the Treaty establishing the European Community (Treaty) retain their powers in the field of monetary policy according to national law and are thus not involved in the conduct of the single monetary policy.

The Member States may establish decentralised files provided the latter are of homogeneous design, are compatible with each other and are accessible centrally at the paying agency and the control agency.
