- in the first phase, the consequences of the implementation of the plan on all selected evaluation criteria are identified,

b) selected criteria for evaluating the effects of the plan on the environment with a justification of the selection and the method of application;

(1) The effects of the implementation of the plan under the preceding Article shall be evaluated on the basis of the consequences of the plan on the environmental objectives of the plan through the use of evaluation criteria.

(1) The starting-points for the preparation of an environmental report are the environmental objectives of the plan, the evaluation criteria and the methodology for identifying and evaluating the effects of the plan on the environment, nature conservation, the protection of human health and the protection of cultural heritage.

(4) A cumulative effect is identified if the plan envisages an activity affecting the environment which has a negligible effect on the selected evaluation criteria but which in combination with existing activities affecting the environment or activities which are planned or are being implemented on the basis of other plans has a significant effect on the selected evaluation criteria relevant environmental indicators; or when several individually negligible effects of the same activity or several activities from the same plan have an effect whose effects on the selected environmental criteria are not negligible.

In particular, it must not allow a candidate to alter those documents in the application that would influence the evaluation of the application of a specific candidate (change of subject, price and other criteria).

(4) In the elaboration of the environmental report it is necessary to select such evaluation criteria and methods for identifying and evaluating the effects of the plan as to permit the identification as far as possible of all important effects of the plan on the achievement of environmental objectives and ensure that the identified effects will be suitably evaluated.

On the basis of the environmental objectives of the plan, the identification and evaluation of important effects of the plan is carried out using suitable criteria for the evaluation of the effects of the plan and a suitable methodology.

(2) A direct effect is identified if the plan envisages an activity affecting the environment which in the area of the plan directly affects the selected evaluation criteria from Article 4(3) of this Decree.

2.3.4 The provisions on security shall conform with the provisions laid out in Council Recommendation No. 95/144/EC of 7 April 1995, on common information technology security evaluation criteria (ITSEC) (OJ, No. L 93, 26/04/1995).

(3) Suitable criteria for evaluating the effects of the plan on the environment, nature conservation, the protection of human health and the protection of cultural heritage are degrees of deviation from environment status indicators, degrees of achievement of protection objectives and other criteria providing suitable evaluation of the effects of the plan.

(d) establish pertinent, quantifiable and readily verifiable indicators to ensure the assessment and evaluation of national action programmes, which encompass actions in the short, medium and long terms, and of the implementation of such programmes; and

(b) specify the contribution of African country Parties and other members of the consultative groups to the programmes and identify priorities and agreements on implementation and evaluation indicators, as well as funding arrangements for implementation.

(1) After the completion of its review and evaluation, the committee shall draw up reports and indicate which applications fulfil the tender requirements, and shall rank these applications such that it is clear which of the applications are most successful in meeting the criteria set and what subsequent ranking they achieve in terms of meeting the criteria.
