The main task of the BSO are to:

For the implementation of the Cooperation Programme between Switzerland and Slovenia, the Budget Supervision Office (BSO) of the Republic of Slovenia is responsible for ensuring effective audit function.

- supervise the destination and expediency of the use of budgetary funds;

- supervise financial operations of the users of budgetary funds.

5.2.2 A system of funding, budget planning, and supervision of expenses shall be developed and approved by the Joint Cooperation Committee.

Before giving a discharge to the Commission, or for any other purpose in connection with the exercise of its powers over the implementation of the budget, the European Parliament may ask to hear the Commission give evidence with regard to the execution of expenditure or the operation of financial control systems.

Estimates shall be drawn up of all of Europol's income and expenditure including all costs of the joint supervisory body and of the secretariat set up by it under Article 22 for each financial year and these items entered in the budget; an establishment plan shall be appended to the budget.

After the close of each financial year, the supervisory commission shall draw up a report which it shall adopt by a majority of its members.

The Commission shall submit annually to the Council and to the Assembly the accounts of the preceding financial year relating to the implementation of each budget, together with the report of the Audit Board.

The accounts of all the receipts and expenditures of the budget shall be examined by a supervisory commission composed of auditors of unqeustionable integrity, one of whom shall be the chairman.

The terms of office of the members of the Audit Board and that of the auditor shall expire on the day they submit their report on the financial year preceding that in which the members of the Court of Auditors are appointed;

The conditions and procedures for making the financial contribution and for its payment and control shall be in accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities(5).

Expenditure on the capacity building of NGOs, the establishment and monitoring of the inventories, regular exchanges of information between competent organisations in the Member States and the preparation of regular publications and reports, is to be covered from the total appropriations earmarked for the implementation of the programme.

Whereas the above Regulation lays down the basic rules governing the management of the European Centre for the Development of Vocational Training, hereinafter called "the Centre", the fixing of the annual subsidy to be charged against the budget of the Communities, the presentation and adoption of the statement of revenue and expenditure and the checks to which the Centre is subject;

c) a public undertaking and its affiliated companies in which a direct or indirect budget user or another contractor under this Act holds a majority share of the subscribed capital or controls the majority of the votes attached to shares issued by the undertaking, or can appoint more than half of the members of the company's management or its supervisory board,

In order effectively to ensure the accomplishment of the tasks of the Agency, the Member States and the Commission should be represented on a Management Board entrusted with the necessary powers to establish the budget, verify its execution, adopt the appropriate financial rules, establish transparent working procedures for decision making by the Agency, approve the Agency's work programme, adopt its own rules of procedure and the Agency's internal rules of operation, appoint and remove the Executive Director.

(2) Contractors shall adopt the regulation stated in Article 126 within two months following the enforcement of this Act. Until then, contractors shall award low-value contracts in accordance with the provisions of this Act regardless of the estimated value. Ministries, local communities and other contractors controlling other minor contractors may prepare a uniform regulation for these minor contractors for the award of low-value contracts. The budget inspector, the municipal supervisory council, the supervisory council of a public utility, a public fund or a public institution may ask that the controlled contractor awards a contract without prejudice to Article 126 above, if they consider that the award of low-value contracts can not achieve economy in handling public assets.

It shall entrust this task to the committee responsible for budgetary control and the other committees concerned.
