(1) The national consumer protection programme shall determine the foundations of the consumer protection policy and shall define the extent of activities financed or co financed from the national budget.

Municipalities shall regularly report information on income and expenditure in accounts, important for the determining of the volume of funds for financial balance, to the Ministry of Finance.

This draft shall consist of a consolidated budget, including cost-based budgets for the three Sectors, prepared in accordance with the budget guidelines issued by the Secretary-General, and comprising two versions.

Specific activities for responsible ministries will be defined in annual or biannual action plans of ministries for individual budget periods, together with the amount of the funds which will be allocated to the budgets of individual ministries for these purposes.

The final volume of public consumption under the previous paragraph is to be determined by the Ministry of Finance on the basis of figures in the 1994 budgets of municipalities, which shall be set by the Minister of Finance, and on the basis of information on financially evaluated tasks and salaries of employees in accordance with Article 101 and 103 of the Law on Administration (Official Gazette of the Republic of Slovenia, No. 76/94) within 60 days after the presentation of the final accounts of the municipalities' budgets to the Ministry of Finance.

Each year, the Commission, taking into account the EIB's forecasts concerning the management and operation of the Investment Facility, shall establish and communicate to the Council by 15 October a statement of the commitments, payments and the annual amount of the calls for contributions to be made in the current and the two following budget years.

On imports, exports and transit of goods, where the extent of the trade and the related risk to taxes and subsidies is such that the potential financial loss to the budget of the Contracting Parties is considerable, those Parties may agree to conduct joint cross-border operations for the prevention and prosecution of illegal activities to which this Agreement applies.

Funds for employees' rights, conceded until 31 December 1995 in accordance with article 101 of the Law on Local Self-Government and in accordance with Article 4 of the Law on Establishment of Municipalities and the Determination of their Territories (Official Gazette of the Republic of Slovenia, nos. 60/94 and 69/94) shall be allotted from the state budget in cases of permanent reduction of the amount of work or due to other operational reasons.

Within the meaning of this Article, 'budget 'shall include the operating budget and the research and investment budget.

If, at the beginning of the financial year, the budget has not yet been approved, expenditure may be made on a monthly basis per section or other division, according to the provisions of the regulations adopetd under Article 209, up to one twelfth of the budget appropriations for the preceding financial year; but the amount thus made available to the Commission shall not exceed one twelfth of the total appropriations shown in the draft budget in course of preparation.

If at the beginning of a financial year, the budget has not yet been voted, a sum equivalent to not more than one-twelfth of the budget appropriations for the preceding financial year may be spent each month in respect of any chapter or other subdivision of the budget in accordance with the provisions of the Regulations made pursuant to Article 209; this arrangement shall not, however, have the effect of placing at the disposal of the Commission appropriations in excess of one-twelfth of those provided for in the draft budget in course of preparation.

Whereas the protection of the Communities' financial interests extends not only to the management of budget appropriations but also to all measures affecting or liable to affect their assets;

The appropriations required for the Community's financial contribution to the Observatory's operating budget shall be authorised by the Budgetary Authority in accordance with the financial perspective in force.

The revenue of the Foundation shall comprise, without prejudice to other types of income, a subsidy from the general budget of the European Communities, payments made as remuneration for services performed as well as finance from other sources.

The Joint Undertaking's financial regulations should respect the broad principles and rules as laid down in the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (3).

Revenue shall comprise, without prejudice to other types of income, total fees payable under the fees regulations, and, to the extent necessary, a subsidy entered against a specific heading of the general budget of the European Communities, Commission Section.

(7) To guarantee budget neutrality for dried fodder there should be a ceiling for the volume of Community production. To that end a maximum guaranteed quantity should be set covering both dehydrated and sun-dried fodder.

Fiscal adjustment in recent years was based on large and increasing primary surpluses while the interest burden declined progressively under the combined effect of lower interest rates and of the reduction in the government debt to GDP ratio.

The Commission shall be responsible for appraising, deciding or administering the operations covered by this Regulation in accordance with the budgetary and other procedures in force, in particular those laid down in Articles 2, 116 and 118 of the Financial Regulation applicable to the general budget of the European Communities ( 1 ).

The liability of members arising from the operation of this Agreement, whether to the Organization or to third parties, shall be limited to the extent of their obligations regarding contributions to the administrative budget and to financing of the Buffer Stock under and in accordance with Chapters VII and VIII of this Agreement and any obligations that may be assumed by the Council under Article 41.

Without prejudice to Article 24, the allocation and the amount of the financial contribution from the Community shall be decided in accordance with the procedure laid down in Article 18, in the light of the information and documents submitted by the Member State concerned in accordance with paragraph 4 and, where appropriate, the results of investigations carried out on the Commission's authority by the experts referred to in Article 21 pursuant to the first subparagraph of Article 16(3), taking into account the extent of the danger referred to in the second indent of paragraph 1 above, and depending on the appropriations available for these purposes.

The scope of the approved budget outlook of the Community for the coming years has to be observed.

It will be revised, where necessary, when the preliminary draft budget is drawn up, taking account of the extent of implementation of the programme.

To guarantee budget neutrality for dried fodder there should be a ceiling for the volume of Community production.

These appropriations should, as much as possible, be entered in articles showing the operation to which they are most related.

The revenue of the Agency shall, without prejudice to other resources, consist of a subsidy from the Community entered in the general budget of the European Communities and payments for services rendered.

The institutions acknowledge that each of the absolute amounts shown in the 2000 to 2006 financial perspective represents an annual ceiling on expenditure under the general budget of the European Communities.

The Joint Undertaking's financial regulations should respect the broad principles and rules as laid down in the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities(11).

However, the ceilings under heading 7 of the financial perspective (pre-accession aid) are indicative by nature and the two arms of thebudgetary authority may jointly decide to alter the breakdown in the course of the budgetary procedure.

Under paragraph 17 of the Interinstitutional Agreement, this amount must be transferred to subsequent financial years by increasing the corresponding expenditure ceilings for appropriations for commitments.
