(4) The Administration may use a licence or authority that has been issued according this Article as a basis for the issue and extension of the validity of a licence or authority issued under the provisions of Articles 43 to 66 of this Act.

(3) When the court adjudicates at a session, the session shall not be public and the judge rapporteur shall have the same authorisations in the procedure prior to the session as those held by the chairman of the panel under the provisions of this Law.
