The Contracting Parties shall ensure that aircraft registered in one Contracting Party suspected of non-compliance with international aviation safety standards established pursuant to the Convention landing at airports open to international air traffic in the territory of the other Contracting Party shall be subject to ramp inspections by the competent authorities of that other Contracting Party, on board and around the aircraft to check both the validity of the aircraft documents and those of its crew and the apparent condition of the aircraft and its equipment.

The following rules are to be applied to the documentary checks on products from third countries:

For that purpose, physical and documentary checks of the stock and financial accounts of the breeder or seed establishment shall be carried out;

The documentary checks provided for in Article 4(3) of Directive 97/78/EC shall be carried out in accordance with Annex I to this Regulation.

The products covered by this Regulation may be put into circulation within the Community only with an officially checked accompanying document.

The check must be carried out on the basis of documents produced in accordance with point 2 and, where appropriate, of further inspections.

In the cases referred to in Article 3, a copy of the documents containing the identification markings must accompany the goods and be accessible for inspection purposes.

Requirements should be set for amendments to rural development programming documents so as to enable the Commission to examine them quickly and efficiently.

Thus not all the documents collected in the course of an investigation are communicable and a distinction must be made between non-communicable and communicable documents.

(2) Where tenders can only be drawn up after a visit to the site or after on-the-spot inspection of the supporting documents, contractors shall extend accordingly the time limits laid down in paragraph (1) above.
