The Staff Regulations of officials of the European Communities, the Conditions of Employment of other servants of the European Communities, and the rules adopted by agreement between the Institutions of the European Communities for giving effect to those Staff Regulations and Conditions of Employment shall apply to the staff of the Office, without prejudice to the application of Article 131 to the members of the Boards of Appeal.

Pritožba v zvezi z delovnimi razmerji med institucijami in organi Skupnosti ter njihovimi uradniki ali drugimi uslužbenci se sme poslati varuhu človekovih pravic samo v primeru, da je zadevna oseba izkoristila že vse možnosti za vložitev vlog in pritožb, zlasti postopke iz člena 90(1) in (2) predpisov za uslužbence, ter če je rok za odgovore organa, na katerega so bile pritožbe naslovljene, že potekel.
No complaint may be made to the Ombudsman that concerns work relationships between the Community institutions and bodies and their officials and other servants unless all the possibilities for the submission of internal administrative requests and complaints, in particular the procedures referred to in Article 90(1) and (2) of the Staff Regulations, have been exhausted by the person concerned and the time limits for replies by the authority thus petitioned have expired.
