Measurements at sinter plants in the iron and steel industry have generally shown PCDD/F emissions in the range of 0.4 to 4 ng TE/m3.

This section deals with emissions from sinter plants, pellet plants, blast furnaces, and steelworks with a basic oxygen furnace (BOF).

Direct reduction and direct smelting are under development and may reduce the need for sinter plants and blast furnaces in the future.

However, similarly to waste incineration, there is no clear link between the chlorine content of the feed materials and emissions of PCDD/F. An appropriate measure may be the avoidance of contaminated residual material and de-oiling or degreasing of millscale prior to its introduction into the sinter plant.

Metal ore (including sulphide ore) or concentrate roasting or sintering installations with a capacity exceeding 150 tonnes of sinter per day for ferrous ore or concentrate, and 30 tonnes of sinter per day for the roasting of copper, lead or zinc, or any gold and mercury ore treatment.

Halogenated compounds may result in the formation of PCDD/F if they enter sinter plants in the feed materials (coke breeze, salt content in the ore) and in added recycled material (e.g. millscale, blast furnace top gas dust, filter dusts and sludges from waste water treatment).

For primary lead production, first experiences indicate that there are interesting new direct smelting reduction technologies without sintering of the concentrates.

The sinter plant includes all the plant for sintering prior to being charged into the blast-furnace and to agglomerate.

In metal ore roasting and sintering installations, CO 2 emissions result from the following sources:

Roasting and sintering plants with a capacity of more than I 000 tonnes of metal ore per year

Toothed wheels, obtained by sintering

Include aggromerates recycled in the sinter plants which have already been included in sinter production.

Plain shaft bearings, obtained by sintering:

The quesitonnaire applies to all steelworks in the Community which produce crude iron and crude steel, and to all associated sinter plants.

Installations for the production of pig iron and steel including continuous casting are generally integral parts of steel works with a technical connection to coke ovens and sinter installations.

If the installation's permit according to Articles 4, 5 and 6 of the Directive encompasses the entire steel works and not solely the roasting or sintering installation, the CO 2 emissions may also be monitored for the integrated steel works as a whole.

Installations for the production of pig iron and steel including continuous casting are normally characterised by a sequence of facilities (e.g. blast furnace, basic oxygen furnace, hot rolling mill) and these facilities frequently have technical connections to other installations (e.g. coke oven, sinter installation, power installation).

Coke ovens can be part of steel works with a direct technical connection to sintering installations and installations for the production of pig iron and steel including continuous casting, causing an intensive energy and material exchange (for example blast furnace gas, coke oven gas, coke) to take place in regular operation.
