(e) to develop and operate a common European air traffic flow management system at a common international centre in the framework of (d) above;

Strengthening of administrative capacities of the Ministry of Sustainable Development and Tourism in the introduction of an information system for uniform tourist records, a central tourist register and a legislative framework relating to the tourist services offer, including sports, recreation and adventure activities

the establishment of a single market based on a common price system would be jeopardised by the granting of certain aids;

Whereas the establishment of a single market based on a common price system would be jeopardized by the granting of certain aids;

making the preparations required for the establishment of the European System of Central Banks (ESCB), and for the conduct of a single monetary policy and the creation of a single currency in the third stage;

Since at the single market stage price systems will be standardised and agricultural policy will be on a Community basis, the financial consequences thereof shall devolve upon the Community.

In Article 40 of the Protocol on the Statute of the European System of Central Banks and of the European Central Bank, the words 'annexed to the Treaty establishing a Single Council and a Single Commission of the European Communities` shall be deleted.

whereas, in the milk sector, in order to stabilise markets and to ensure a fair standard of living for the agriculture community, it is necessary that the intervention agencies, based on a single price system, may take intervention measures on the market including the buying-in of butter and skimmed milk powder and the grant of private storage aids for these products;

Whereas the creatin of a single Community market for cereals involves, apart from a system of guaranteed prices, the introduction of a single trading system at the external frontiers of the Community;

Whereas at the single market stage, in view of the fact that price systems are standardised and the agricultural policy is a Community policy, the financial consequences devolve upon the Community;

Whereas Council Regulation (EEC) No 441/69 of 4 March 1969 laying down additional general rules for granting export refunds on products subject to a single price system, exported unprocessed or in the form of certain goods not covered by Annex II to the Treaty fn, as last amended by Regulation (EEC) No 269/78 fn, provides in the second subparagraph of Article 2 (4) and in Article 3 (1) for the part of the refund calculated on the basis of the lowest rates to be paid as soon as the product has been brought under the special arrangement introduced by the said Regulation;

Set up the Central Harmonising Unit of Public Internal Audit, responsible for the elaboration and adaptation of a unitary legal framework in the field of public internal audit activity.

In order to avoid confusion and facilitate identification of consignments of egg, each collector and packing centre should be allotted a distinguishing registration number based on a uniform coding system.

Whereas Council Directive 89/130/EEC, Euratom of 13 February 1989 on the harmonization of the compilation of gross national product at market prices (GNPmp)(3) stipulates that GNPmp can be comparable only if the definitions and accounting rules of the European System of Integrated Economic Accounts are applied, and whereas Council Regulation (EEC, Euratom) No 1553/89 of 29 May 1989 on the definitive uniform arrangements for the collection of own resources accruing from value added tax(4) provides that, in order to calculate the weighted average rate of VAT, the breakdown of transactions liable to tax shall be effected by means of national accounts prepared in accordance with the European System of Integrated Economic Accounts, and whereas for those instruments, and in the context of Council Regulation (EC) No 3605/93 of 22 November 1993 on the application of the Protocol on the excessive deficit procedure (5), Council Decision 94/728/EC, Euratom of 31 October 1994 on the system of the European Communities' own resources (6) and Council Decision 94/729/EC of 31 October 1994 on budgetary discipline (7), a transitional period for implementing the system set up by this Regulation should be provided,

Whereas the transition from the system of derived intervention prices to the single intervention price system should not cause the intervention prices to drop;

Whereas Council Regulation (EEC) No 441/69 of 4 March 1969 laying down additional general rules for granting export refunds on products subject to a single price system, exported unprocessed or in the form of certain goods not covered by Annex II to the Treaty (13), as last amended by Regulation (EEC) No 269/78 (14), provides in the second subparagraph of Article 2 (4) and in Article 3 (1) for the part of the refund calculated on the basis of the lowest rates to be paid as soon as the product has been brought under the special arrangement introduced by the said Regulation;

Whereas the procedure for fixing single prices for oils and fats for the Community should be brought into line with that provided for in other sectors subject to a common price system;

whereas, therefore, the system of derived intervention prices for oil seeds should be abolished and replaced by an intervention system with a single price level throughout the Community;

'single buyer` shall mean any legal person who, within the system where he is established, is responsible for the unified management of the transmission system and/or for centralized electricity purchasing and selling;

Whereas, for the avoidance of confusion and in order to facilitate identification of consignments of eggs for the purposes of the enforcement of this Regulation, each packing centre should be allotted a distinguishing registration number based on a uniform coding system;

Whereas according to Article 109f of the Treaty establishing the European Community and Article 2 of the Protocol on the Statute of the European Monetary Institute (EMI), the EMI shall contribute to the realization of the conditions necessary for the transition to the third stage of economic and monetary union by strengthening the coordination of monetary policies with a view to ensuring price stability, making the preparations required for the establishment of the European System of Central Banks (ESCB), for the conduct of a single monetary policy and for the creation of a single currency in the third stage, and overseeing the development of the ECU;
