The Member States shall, for the purposes of certification and marketing, fix the maximum moisture content of basic seed and certified seed of all kinds.

Vegetable seed which has been harvested in the Community and which is intended for certification in accordance with paragraph 1 shall:

Sampling for laboratory analysis as referred to in the third indent of the second subparagraph of Article 6 (1) of Directive 91/493/EEC is intended to confirm that the own-checks system complies effectively with Articles 1, 2 and 3 of this Decision.

If no licensed production of propagating material of the variety concerned has taken place in the area in which the holding of the farmer is located, and if there is no uniform level of the aforesaid amount throughout the Community, the level of remuneration shall be sensibly lower than the amount which is normally included, for the above purpose, in the price at which propagating material of the lowest category qualified for official certification, of that variety is sold in that area, provided that it is not higher than the aforesaid amount charged in the area in which that propagating material has been produced.

For the purposes of implementing the certification scheme, the Community should be a participant in the Kimberley Process certification scheme.

For the purposes of the international certification scheme for rough diamonds (hereinafter referred to as "the Certification Scheme") the following definitions apply:

For the purposes of the certification scheme, the Community shall be considered as one entity without internal borders.

This Regulation sets up a Community system of certification and import and export controls for rough diamonds for the purposes of implementing the Kimberley Process certification scheme.
