Any proposal for amendment shall be notified to the Secretary General of the Council of Europe who shall communicate it to the member States of the Council of Europe, to the other States party to the European Cultural Convention, to the European Economic Community and to any non-member State which has acceded to, or has been invited to accede to this Convention in accordance with the provisions of Article 30.
Vsak predlog za spremembo se sporoči generalnemu sekretarju Sveta Evrope, ki ga pošlje državam članicam Sveta Evrope, drugim državam pogodbenicam Evropske kulturne konvencije, Evropski gospodarski skupnosti in vsaki državi nečlanici, ki je h konvenciji pristopila ali je bila povabljena, da k njej pristopi v skladu z določbami 30. člena. Generalni sekretar Sveta Evrope skliče sestanek stalnega odbora, vendar ne prej kot dva meseca po tem, ko je poslal predlog.

The first dates from 1991 when, without stating the reason, the Ljubljana Secretariat for Culture canceled the promised and already approved financial aid for the gay and lesbian magazine Revolver.
Prvi datira v leto 1991, ko je mestni sekretariat za kulturo brez navedbe razloga preklical že obljubljeno in odobreno dotacijo za izdajo gejevske in lezbične revije Revolver.

The Secretariat for Legal Issues and Legislation with the National Assembly and the State Secretary at the Ministry of Culture responsible for the media also drew attention to the legal disputability of this proposal. The State Secretary even announced the filing of a complaint with the Constitutional Court.
Na spornost takšne odločitve sta opozorila tudi parlamentarni sekretariat za pravne zadeve in zakonodajo in državni sekretar na ministrstvu za kulturo, pristojen za medije, ki je takoj po sprejetju zakona v parlamentu napovedal, da bo sprožil ustavni spor, in sicer zaradi pravnosistemskega neskladja z veljavno zakonodajo.
