With a view to the drafting of the reasoned opinion on each programme presented or, in the case of live plants and floricultural products, to the drawing up of the provisional list of measures selected, the competent body of the Member State concerned shall conduct an ex-ante analysis of the suitability of the proposed measures in relation to the general and specific objectives set in the programme concerned, in accordance with the rules in force in the sector.
Pri sestavi obrazloženega mnenja o vsakem predstavljenem programu ali, pri živih rastlinah in cvetličarskih proizvodih, pri sestavi začasnega seznama izbranih ukrepov, pristojni organ zadevne države članice izvede predhodno analizo primernosti predlaganih ukrepov glede na splošne in opredeljene cilje zadevnega programa v skladu z veljavnimi pravili sektorja.

In accordance with Article 12 of Commission Regulation (EC) No 293/98 of 4 February 1998 determining the operative events applicable to products in the fruit and vegetables sector, to processed fruit and vegetable products and partly to live plants and floricultural products and to certain products listed in Annex II to the EC Treaty, and repealing Regulation (EEC) No 1445/93(7), the exchange rate applicable for the conversion each year into national currency of the maximum aid per hectare to improve the quality and marketing of nuts and locust beans is the average of the exchange rates applicable during the month before 1 January of the annual reference period, calculated pro rata temporis.
Skladno s členom 12 Uredbe Komisije (ES) št. 293/98 z dne 4. februarja 1998 o datumih uveljavitve, ki veljajo za sadje in zelenjavo, za predelano sadje in zelenjavo ter delno za žive rastline in cvetličarske proizvode in za nekatere proizvode, naštete v Prilogi II k Pogodbi ES, in o razveljavitvi Uredbe (EGS) št. 1445/93 [7] je menjalni tečaj, ki se uporablja za letno menjavo najvišje pomoči na hektar, namenjene izboljševanju kakovosti in trženja orehov in rožičev, povprečni menjalni tečaj, ki se uporablja v mesecu pred 1. januarjem letnega referenčnega obdobja, izračunano na podlagi načela časovnega sorazmerja.

V skladu s členom 12 Uredbe Komisije (ES) št. 293/98 z dne 4. februarja 1998, o določitvi datumov uveljavitve za proizvode na področju sadja in zelenjave, predelanega sadja in zelenjave, delno živih rastlin in cvetličarskih proizvodov in določenih proizvodov iz Priloge I k Pogodbi ES, in o razveljavitvi Uredbe (EGS) št. 1445/93 [7], kakor je bila nazadnje spremenjena z Uredbo (ES) št. 1410/1999, se za menjalni tečaj za vsakoletno preračunavanje v nacionalno valuto maksimalnega zneska pomoči na hektar za izboljšanje kakovosti in trženja oreškov in rožičev iz člena 2 Uredbe Sveta (EGS) št. 790/89 [8] uporabi povprečje menjalnih tečajev, veljavnih v mesecu pred 1. januarjem letnega referenčnega obdobja iz člena 19 Uredbe Komisije (EGS) št. 2159/89 [9], izračunano po načelu časovnega sorazmerja.

V skladu s členom 12 Uredbe Komisije (ES) št. 293/98 z dne 4. februarja 1998 o določanju datumov uveljavitve, veljavnih za proizvode v sektorju sadja in zelenjave, predelanega sadja in zelenjave ter delno tudi živih rastlin in cvetličarskih proizvodov in nekaterih proizvodov, navedenih v Prilogi I k Pogodbi ES, in o razveljavitvi Uredbe (EGS) št. 1445/93 [7], nazadnje spremenjene z Uredbo (ES) št. 1410/1999, je menjalno razmerje, ki ga je treba uporabiti za vsakoletno pretvorbo v domačo valuto najvišjega zneska pomoči na hektar za izboljšanje kakovosti in trženja oreškov in rožičev, določene v členu 2 Uredbe Sveta (EGS) št. 790/89 [8], nazadnje spremenjene z Uredbo Komisije (ES) št. 1825/97 [9], povprečni menjalni tečaj, ki se uporablja v mesecu pred 1. januarjem za zadevno obdobje leta v smislu člena 19 Uredbe Komisije (EGS) št. 2159/89 [10], nazadnje spremenjene z Uredbo (ES) št. 1363/95 [11], obračunan po načelu časovnega sorazmerja.
