ALSO RECOGNIZING the importance of such collaboration for improving forest law enforcement and promoting trade from legally harvested timber;

improving marketing and distribution of tropical timber and timber product exports from sustainably managed and legally harvested sources and which are legally traded, including promoting consumer awareness;

information supplied by members on their progress towards the establishment of control and information mechanisms regarding illegal harvesting and illegal trade in tropical timber and non-timber forest products.

The objectives of the International Tropical Timber Agreement, 2006 (hereinafter referred to as 'this Agreement') are to promote the expansion and diversification of international trade in tropical timber from sustainable managed and legally harvested forests and to promote the sustainable management of tropical timber producing forests by:

IT SHALL APPLY FOR THE FIRST TIME TO TOBACCO HARVESTED IN 1981.

The provisions of Articles 11, 12 and 13 shall apply, for the first time, to the 1971 harvest.

whereas such fixing should be done in good time to allow producers to plan their production for the said harvests;

The threshold levels should be set in good time so that the producers can plan their production for the harvests in question.

whereas aid can therefore only be granted to the latter several months after the harvest but whereas a time limit should nonetheless be fixed;

It is also felt that recording them at the time of harvesting allows sufficient consistency with production costs to be maintained in the analysis of income from the activity (cf. 2.012).

The rotation period is the time between the first sowing/planting of the trees and the harvest of the final product, where harvesting does not include normal management actions like thinning.

Thus, compensatory aid for arable crops should be recorded at the time of harvest whereas special premiums for cattle and suckler cows and premiums for ewes are recorded at the time the animals are kept and/or the date of the grant application.

Since sales are valued at the average price for the year, any increase in value between the harvest year and the year of sale is recorded in the output of the year of sale (and is therefore not distributed over time).

Commission Regulation (EC) No 2636/1999 of 14 December 1999 on the communication of information on tobacco from the 2000 harvest onwards and repealing Regulation (EEC) No 1771/93(3) has been substantially amended several times(4).

For the purposes of this Regulation, "processing and marketing of fishery and aquaculture products" means all operations, including handling, treatment, production and distribution, between the time of landing or harvesting and the end-product stage;

For the purposes of the second subparagraph of Article 31(3) of Regulation (EC) No 1257/1999, «fast-growing species cultivated in the short term» means species with a rotation time, namely the period between two harvest cuts on the same parcel, of less than 15 years.

Under Article 12(2) of that Regulation, processing aid and, where appropriate, additional aid shall be paid by the Member State on whose territory the flax or hemp straw has been harvested before 1 August following the time limit above.

Without prejudice to the provisions of paragraph 2, the individual obligation of a farmer to pay the equitable remuneration shall come to existence at the time when he actually makes use of the product of the harvest for propagating purposes in the field.
