The independence of the Centre and its role in informing the public mean that it should be able to communicate on its own initiative in the fields within its mission, its purpose being to provide objective, reliable and easily understandable information to improve citizens' confidence.

5.Where the Centre has already delivered a scientific opinion on the specific topic in a request and it concludes that there are no scientific elements justifying the re-examination, information supporting that conclusion shall be given to the institution or Member State(s) that made the request.

Article 2(4) is replaced by the following:"For the purposes of the compilation of the monetary aggregates, the NCBs shall report statistical information on central government deposit liabilities and holdings of cash and securities in accordance with Annex VII, as a supplement to and with the same frequency and timeliness as the statistical information to be provided in accordance with Regulation ECB/2001/13."

INSIST on a prompt implementation of the Resolution of the Council and of the representatives of the Governments of the Member States, meeting within the Council, of 9 December 1999 on cooperation with candidate central and east European Countries and Cyprus on civil protection(5), as regards in particular the exchange of information between them, including as regards operational manuals.

EMPHASISE the importance and the need for an exchange of experience and information among the Member States, by promoting the development of the existing programmes, networks and institutions such as the European Monitoring Centre on Racism and Xenophobia involving authorities at national and local level as well as professionals in order to develop best practice in this area and the Community action plan on promoting the safer use of Internet;

For the purpose of measuring the percentage change, either upward or downward, in the purchasing power of salaries in the national civil services, Eurostat shall, on the basis of information supplied before the end of September by the national authorities concerned, calculate specific indicators reflecting changes in the real remuneration of civil servants in central government, between the month of July of the previous year and the month of July of the current year.
