The President or, in his absence, the Vice-President of the European Central Bank shall chair the General Council of the European Central Bank.

The General Council shall comprise the President and Vice-President of the European Central Bank and the Governors of the national central banks.

The Regional Centre shall present a report to the Parties on the basis of the information received.

The President or, in his absence, the Vice-President shall chair the Governing Council and the Executive Board of the European Central Bank.

The European Central Bank shall be legally committed to third parties by the President or by two members of the Executive Board or by the signatures of two members of the staff of the European Central Bank who have been duly authorised by the President to sign on behalf of the European Central Bank.

Without prejudice to Article 38, the President or his nominee shall represent the European Central Bank externally.

The Council may, however, decide to deliberate without the presence of the Commission or of the European Central Bank.

The President of the Council may submit a motion for deliberation to the Governing Council of the European Central Bank.

4.5.3 Upon the declaration of the distress phase, the rescue co-ordination centre or rescue sub-centre, as appropriate, shall proceed as prescribed in its plans of operation, as required by paragraph 4.1.
