Il suo obiettivo č quello di stabilire norme internazionali, in attuazione della Convenzione delle Alpi e tenuto conto anche degli interessi delle popolazioni locali, al fine di proteggere, curare e ripristinare, se necessario, lo stato della natura e il paesaggio, in modo da assicurare l'efficienza funzionale degli ecosistemi, la conservazione degli elementi paesaggistici e delle specie animali e vegetali selvatiche [...] e i loro habitat naturali.
