Odbor lahko s kvalificirano večino zaustavi sprejem določenega zakonskega akta v Komisiji. V vseh primerih, kjer odbor ne doseže kvalificirane večine za zaustavitev predloga Komisije, se smatra, da ga Komisija lahko sprejme. Tovrstni odbori delujejo predvsem na področju kmetijstva.
